was the unjust distribution of wealth and income, social
injustice and poverty.
The commission declared that anions the objects to be
attained by legislation are the remedyini- of the existing
inequalities in the distribution of wealth and income and
the checking of the growth of an hereditary plutoeraey,
foreign to American ideals and menacing the nation's wol-
lare as a democracy.
One of (he objects to be attained is the reduction of
the swollen, unearned fortunes of those who have a super
fluity. Inheritance and income taxes can accomplish this
readjustment, and such legislation was recommended by
the commission.
The first effort to awvy out the recommendations of
the commission is the new democratic revenue bill just in
troduced in congress. The bill is epoch making as it is
the fii-s I attempt to shift the burdens from the shoulders
of the masses upon accumulated wealth and big incomes.
It will establish a national inheritance tax as a perma
nent part of the fiscal system of the nation. Although
such legislation is in effect in Great Hrilain and the con
tinental countries, where it is recognized not only as a
source of legitimate national income, but as a measure for
the establishment of social justice, it has never been at
tempted in the united States ami will occasion bitter op
position from the reactionaries.
The bill is designed to make the chief beneficiaries of
preparedness pay their share of the cost, for not only in
conic and inheritance taxes are provided, but a lax upon
the manufacture of munitions is included.

Tho present income tax rate is boosted from one to two
per cent. The super-taxes will begin at $20,000 and will
increase at the rate of one per cent on each classification,
until ten per cent is levied on all incomes in excess of

The inheritance tax provisions will exempt all estates
under $.")(),()()() if the testator was a resident of the state in
which the property lies. If a non-resident there will be
no exempt ion. The tax rales are one per cent for estales
under $."0,000; two per cent for estates between $f0,000
and $lf)0,000; three per cent bclwt $1.")0,000 and $250.-
000; four per cent belAvecn $2.")0,000 and $ l."0,()00; and
live per cent on estates over jjM.jO.OOO.
Varying rates of taxation are imposed on munition lac
lories. If receipts of a plant manufacturing gunpowder
and explosives do not exceed a million dollars, a tax of five
pur cent is laid, hight per cent js demanded where re
ceipts are in excess of that sum. A sliding scale of rates
is also provided for cartridges and other munitions of war.
While to accomplish enduring social reform, the in
heritance tax should be made heavier, the bill is a start in
the right direction. It establishes an entering wedge for
the reduction of swollen, unearned fortunes, which must
be reduced to restore eiualit, of opportunity.
