HI (X. Y.) Journal.
AREUICNT issue of the New York Times contains an
article on tlie Alexican situation by Senor Joaquin
V. aI. Beltran, for twenty years a member of the Mexican
senate, in which he declares that Caminza irt'rleliberately
provoking a war with the United States with the expecta
tion of solidifying all M.exicans in his support and then
making peace. lie says:
'With tho 8tubbornnof)3 tlint tins characterized him for the lnt two

hopci to units Mexico under his standard, and uuvIiik united It, make
peace with tho United States which ho knows prefers poace to wnr
and then find himself In command of a solidified nation.
Some such idea animated Villa and inspired him to
make his raid at Columbus, figuring that he would thereby
become a national hero among his ignorant countryman,
who would rally to his standard because of his warfare
against the hated gringo. Jiut Villa underestimated the
intelligence of his countrymen, and it is possible that Car
ransHi may also be mistaken in his estimates.
The view given above seems a reasonable one in view of
developments, but it must be remembered that it is the
view of one of the expatriated followei-s of Diaz and

Senor Beltran points out that the invasion of Mexico
will be far more difficult than in the war against Santa
Ana some sixty years ago. Some (50,000 veterans of Mex
ican civil wars under General Obregon, a military genius,
are in northern Mexico, among them '115,000 well equipped
cavalry. General Trevino commands in the interiei: with

All told, there are some 200,000 seasoned, experienced
troops to hurl against the Americans. Machine guns are
plentiful and it is no child's game the American forces
must play in Mexico.

shadow of the suspicious circumstances against their in

Roosevelt returned June IS, 1910.
He rofusod to Identify himself with

Ho doclarod that In his Judgment Taft

Roosevelt himself was for Taft. He
