average citizen. Only the mlitieirtn and lvlbid par
ILsan get excited over them. The reason is that the invis
ible workings "of the conventions are thoroughly under
stood by the people, and distrusted in proportion.
This popular distrust created as a remedy the direct
primary, which hits eliminated the convention in Oregon
and other states, and the experiment may or may not
prove a Htep in advance. It was intended as a corrective.
Jl was brought about by betrayal of public interests for
special interests by the politicians. Tbe control of the or
ganizations became centered in corrupt and unscrupulous
groups financed by privilege-seekers.
The deliberative feature of the convention litis become
largely illusionary. The enthusiasm is largely a manu
factured commodity. Programs are cut and dried in ad
vance and the delegates, like automatons, carry out the
order of the day. Voters are expected to be governed bv
prejudice and ignorance and blindly ratify whatever is
done, regardless of men named or platforms presented.
Conventions became commercialized along with politics.
The recently issued hook by Samuel Blythe, entitled,
"A Western Warwick," published in the Saturday Even
ing Post, gave a glimpse into the inside history of presi-

mance and is calculated to" eventually take the guff, bun
combe and hurrah out of political campaigns, leaving them
io ne occnieu upon merit aim principles.
The political convention is as old as the Anglo-Saxon
race. 'It was the original government of the Germanic
tribes in the forests of the. Whine before theV conquered
Kngland. It survives in parliaments and legislatures.
Whatever liberty the world enjoys is duo .to it. It is gov
ernment by representatives of the people, who are pre
sumed to be selected because of superior attainments and
to act patriotically for the 'common good.
In the purest democracy the representative merely
carries out the wishes of the people he represents. It is
because the politician betrayed the nconlc that the so-
eallod Oregon syslepi was devised to force him to act as
the people willed. The .system is" intended as a corrective
and experience will probably cause its modification as its
weakness becomes apparent as the' old order passes.

only independent in congress, Mr. Kent has beeli one ot
us mosi vaiueu memuers and always fought valiantly for
the rightjis he saw it.
Mr. Kent, as independent, occupied an enviable posi
tion. He was able to ignore partisanship and support the
best measures of both parties. Although a heavy owner
of Mexican nronerlit's, ho onnosod intervention as fin
back as H)ll, when President Taft had the problem under
consideration, and is almost, (he only American millionaire
interested in Mexico who did not want the nation to go to
war to benefit his personal interests.
Mr. Kent was a leader in the fight for parcels post, for
government ownership of munition plants, for rural cred
its, old-age pensions, industrial insurance and other sim
ilar legislation, and opposed with all his vigor the spolia
tion of natural resources for private gain, the raid of the
power trust aud legislation for special interests.
The loss of Mr. Kent in congress will not only he a loss
to California, but to the entire nation.
