and it is merely a choice of personality. The candidates all
promise the same liefore election, and upon personality
depends performance.
The people of Oregon do not like machine government.
Mpcanse of machine dictation, they smashed the republican
machine and elected a democrat governor. The effort now
being made to rebuild the republican machine is therefore
of interest to all the people. It is the only state issue.
The efforts of the (J. 0. 1 machine are centered upon
the defeat of Hen Olcott as secretary of state and the
election of the reactionary secretary of the state organiza
tion, an important machine cog, in his place. The only
charge against Mr. Olcott is that he has refused to obey the
mandates of the governor when they were against his host
judgment. .For this independence, the entire energies of
the machine, the state officials, the party reactionaries and
the partisan press are centered. It is the man vs. the ma
chine. Kvon his woi-st enemies admit that Air. Olcott-is the
most efficient secretary of state in the commonwealth's
history. In ovi'vy way he has made good. His business
judgment is excellent, his office is systematized and up-to-date,
and on the board of control he has voted as his
conscience dictates. This, and the fact that he belongs to
I the progressive wing of the
ary, constitute his ollense. Air. Olcott, in briel. tuts re
fused to make room for the liungrv hangers-on of politics
and insisted upon employes lending to work instead of
playing politics.
Aw the republicans of Oregon ready for a return to
machine government I If they are not, they will votu for
Olcott. Machine government means another democratic
governor.
THE FEDERAL
AMICASriJK that should command the full support of
the people of Oregon is the l.aukhead good roads
bill, which passed the senate and is now pending in the
house, where it was introduced as the Shackleford bill.
The bill appropriates .,()()(),())() to be spent in 1!)I7,
$(),()(IU,(l()) in liHS, $1.-,(l()0,(l)(i in 101!), U(),()(M),()()() in
10120, and 2r,()0(),()()0 in l!)21 of federal moneys in the con
st ruction and improvement of public highways in co-operation
with states through their various highways depart
ments. The money is to be distributed among the states in pro
portion to the slate's rating, one-third in ratio of the stale's
area, one-thin! in ratio of population and one-third in ratio
which the mileage of rural delivery and star routes in each
state I teal's to the total mileage of all stales. Projected
road improvements umst first be submitted by the states
to the secretary of agriculture for approval, and all work
must be done under supervision of the sta'e's highway de
partment. There is also appropriated $1,000.1)00 a year $10,000,
000 in all - to Im- expended under the supervision of the
secretary of agriculture, for roads and trails within or only
partly within the national forests, in co-operation with
state and county, the aggregate expenditures not to exceed
10 iercent of the value of the timber and forage resources
within tht unties, the expenditure to be reimbursed from
the receipts of the national forest.
Il is under this hitler provision that the Crater Lake
highway and similar roads will be improved.
The measure should receive the hearty indorsement of
every one in Jackson county and public officials, commer
cial bodies and individuals should at once write to the
Oregon delegation in the house to do their utmost to
secure its passage.
