the colder watera the spawning months are April, May and
.June so that the law really affords little or no protec
tion to the spawning fish.
The steelhead trout spawns from November until
May. The summer run. coming into the river from the sea
in late spring and summer, which furnishes the season's
fly fishing, are the first to spawn, spawning beginning in
November. The great run of spawning steelheads comes
up during the high water of the winter months and seal
lei's along the gravel bars of the Uogue and its smaller
tributaries. February and March are the principal
spawning months. These spawning trout are easily caught
with salmon eggs as bait, but do not often raise to a fly.
Spawning, like child-birth, is an exhaustive process,
depleting the strength and vitality of the fish, which be
come; emaciated and weak commonly called "spent"
and requires a period of rest and recuperation and grad
ual feeding up to become again in prime condition. The
great bulk of the spent fish drift down to the ocean for
recuperation, though a percentage remain in fresh water.
The fish, either before, during or after spawning, is
not good to cut. Its meat is flabby and juiceless. In its
weakened condition it is not able to give the angler much
of a battle. It offers the chance sought by the butcher for
slaughter, but not the angler for sport. Hence the true
sportsman, who believes in giving the trout a chance and
who believes in fish protection for the future, does not
need a law to keep him away from the streams at the
spawning season ol the year.

reason why the (lore resolution, warning Americans not
to travel on armed ships, should not be passed.
These times of war, when the belligerents have abol
ished international law and .-ire riding roughshod over the
rights of humanity, each intent only on self-preservation
ami omitting no opportunity to secure advantage, are no
times to raise issues over unessential trivialities that may
precipitate the nation in conflict. None of the exasper
ated belligerents, craxed with war lust, are in a condition
of mind to render .justice.
The citizen owos.au obligation to the nation equally as
great as that owed by the nation to the citizen. He has no
right to take any action that may plunge the nation in war
on his account.
Theoretically, the eithsen may have the right to travel
when and where he nloases unmolested, but under the un
usual conditions existing, he has no right to attcihpt to
enforce this right at the expense of the nation.
The right of Americans to travel on armed belligerent
vessels rather than upon unarmed ones is not 'an essential
right. Ior that matter, merchantmen have no right to
curry guns and passengers also. The armament that they
carry is no protection to anyone. To insure this unessen
tial right is not worth plunging the nation in the bloody
vortex of war.
It would be the part of wisdom for Americans to travel
upon American or neutral shijwt, if they cannot stay at
home. The way to keep out of trouble is to .tay away
I'riHii it. It is not common sense to deliberately court dis-asti'i-
h M'llvinti it in a war-mad world.
