and the theory of war, with the rudiments of drill and
maneuvers and sanitation of camps. It induces young men
to undergo, at such times as they can, needed physical
training, and its strengthening is far more to be desired
than the creation of a large body of paid soldiery. The
proper way to provide a needed reserve is to enlarge and
broaden the opportunities of the national guard.

would also advocate the policy of the United Stales con
tinuing to play the role of a feudal lord in the Philippines
and oppose the recognition of the God-given right of the
Filipino to govern himself in his own country as best lie

gave to the Filipino when our army planted the flag upon
his territory without extending the protection of the con

THE GARY PLAN
TII13 Gniy plan oT education, now in full operation at
Gary, hid., and in partial operation at New York
C?ity, provides for the use of existing school buildings by
two or more sets of pupils. It utilizes the school plant
during the hours now idle and thus lessens the expense ot
housing school children.
The Gary system, in brief, substitutes departmental
teaching for all children, from the first year through the
eighth, as now practiced in high schools and universities,
for the present policy of a seat for each child with one
teacher for all subjects. It also provides instruction of
groups of children by pupils instead of teachers, the group
ing together of younger and older pupils for auditorium,
laboratory and workshop exercise: the substitution of an
auditorium period for classroom instruction, and substi
tutes for formal physical training, supervised play with
four teachers for twelve classes.
The meritorious features claimed for the system are
