familiarity with the subject, the board has left the control
largely to Governor Withycoiube.
Charges of mismanagement and incompetence against
the man in charge, J. ('. Cody, who is paid $2f0 a month
and furnished an automobile, Were made recently in the
Portland Journal. Subsequently Secretary of State Olcott
filed a written protest with the other members of the!
board, expressing his dissatisfaction with the conduct of
affairs and going on record as refusing to countenance ex
isting conditions and demanding a change. "The experi
ment has been, almost from a inception, and is now, from
a strictly business standpoint, most unsatisfactory," he
said.
Secretary Kay, who had also expressed dissatisfaction,
and admits lack of confidence, stood with the governor,
who defended .Mr. C'ady, and the latter was retained,
though experts declare half of this year's crop has been
spoiled by incompetent treatment. Hut CJovernor Withy-
combe declares he is satisfied and that everything is lovely
and there you are.
The experiment has already cost the state sonic
$10,000. It will depend upon results secured as to whether
the money has been wisely spent. The future ill tell.
