by the people.
If the eleerion meant anything, it, was a mandate from
the people to enforce exist inp, laws.
Two weck-H went b and the council proposed a blanket
tav to force those who had already paid their improvement.

provements, to pav the interest on the oustanding iniprovo
inent bonds. The legality of this levy i questionable, as
the tte law (Statutes of 1901 ) provides Mint paving bond
interest must be paid from paving interest funds, collected
from the property assessed for paving
A petition was presented November 2."., signed by tax
payers, requesting the council to proceed to collect the in
terest due on these improvement bonds tinder provisions
of the city chnrter. No action has yet been forthcoming.
Meanwhile new schemes are hatching for dodging debts
contracted and shoving the burden of individuals upon the
community.

counties.
These budget laws provide that it'shnll be unlawful for
any tax to be levied unless an estimate shall have first been
nindeof the amount of money proposed to be raised by tax
ation for the ensuing year, and such estimate published.
The estimates must be fully itemi.ed, showing under sep
arate heads the amount required for each department, of
government, the salary of each officer or employe, and
shall contain n full and complete disclosure of the contem
plated expendlt tires from the moneys proposed to be raised
by taxation.
The ostiinntos required, together with a notice of the
time and place at which such estimates may be discussed
with the city council, shall be published at least twice prior
to the 1 hue nppointod for such proposed mooting in a news
paper, provided that the first publication shall not bo less
than twenty days nor the second less than ten days prior
to such mooting.
The city council has made no attempt to comply with
this law. iloneo the legality of the proposed levy is called
into question before its adoption. It affords "excellent,

of discontent that threaten to end the bloody contest

The hero on the battle line has his choice of death at
tho hands of tho onoinv or by a firing squad of his own
comrades. Hut far different with those who sit in snug
complacency beyond all dangci, except a chance bomb
from an aircraft. When the tir; becomes irksome they
can start a fire in the roar, while their countrymen wither
before tho onslaughts of the enemy.
Tho reduction of incomes or decimation of wealth
would' deprive the possessors of prestige and power, and
the destruction of that power and prestige would remove
the leaders who set on the children of poverty to mutual
destruction. Dost roving that prestige and power would
deprive the descendant's of the few who escape the shrap-J
nel and machine guns ol fill opportunity in the future to
shed glorv upon the name of their enuntrv in killing and'

A limited amount of war taxes and war debts are a
blessing to the wealthy, as it increases their power and
prestige, but when the tax amounts to confiscation and
the debt grows to such proportions that it is not collect
ible, it means the destruction of the capitalistic system of
control, and that must be preserved even at the price of
dishonorable peace, for have we not rend tlmt wealth is
the cornerstone ol the state, and that industry and com
native cannot exist without the capitalist .
