AN IMPENDING CALAMITY
TMK Mcdynski boixlimr, scIhmiu' is fundamentally un
fair because it i.s special legislation that benefits part
of the people at the expense of all the people.
It in unjust because it penalizes property off the exist
ing pavements for the profit of that upon.
It is (liScriniinalorv in that it i.s class legislation.
It i dishonest in that it uses public funds to pay private
obligations.
The Iedvnski scheme is unsound finance in that it im
poses loo heavy a debt upon the community in proportion
to its assets.
It is unbusinesslike in that no result commensurate
with the expenditure is received no improvement results,
and nothings received by the municipality for the expend
iture. It is calamit.ms in that it exhausts the city's credit,
rendering future improvements impossible, bars future as
sistance to needed development enterprises, piles upon
Bedford the greatest municipal debt and the highest pur
eapitn debt in existence, and bv resultant excessive, op
pressive and confiscatory taxation, will drive away capital,
industry and population.
The Mcdynski scheme, if it carries, will not settle the
problem. A majority of the best lawyers in the community
declare it illegal. It will be fought through the courts. Jf
held valid, the bonds cannot be sold at anything like their
face value, which is greater than the original cost of the
pavement. The people will pay by taxation, not only'the
million dollars on the face of the bonds, but a million and a
half dollars in addition That is the price of trying to get
something for nothingof sacrificing the future for the
present, of trying to pull yourself up by tugging at boot
straps.
In brief, the passage of such crazed finance as the
Meduiski bonding scheme means municipal ruin and eom
inunitv bankiuptev- the greatest disaster that could be
inflicted upon Medfovl.
