under irrigation.
No practical, successful farmer or orchardist will invest
here unless assured of returns unless the speculative,
gambling feature of production is removed by having
available -water which insures a cron'in return for labor
and investment.
Two years of drouth and eron failure have failed in con
vince many of the land owners of the necessity of irriga
tion. Perhaps a third year of drouth is needed. At any
rale, a third year looms in prospect. Though the first week
of November has passed, not enough moisture has yet
fallen to permit plowing. Winter crops cannot be planted.
AVcrc the valley under ..water, .such a condition would
be viewed with complacency. Until the valley is under
water, similar years "will follow. Land will continue to
depreciate with no market for it. Population will dwindle
and hard times continue locally, no matter what the pros
perity oi mo naiion.
The southern end of the vallcv is thoroughly aroused
to the need of irrigation. The Ashland-Talent farmers are
organizing an irrigation district and seeking a suppl v. The
fnoenix district lias grasped the opportunity offered by
the Rogue River Canal company to utilize JJcar creek
water for at least a portion of the year.
The northern end of the valley is offered the opportun
ity of securing water at as cheap a price as offered under
any irrigation scheme and at as ensv terms, out so far has
liiiieu to grasp mc opportunity.
"With a third year of drouth in prospect, the farmers
and orchardists of the Central Poinl-Tolo district will
have only themselves to blame for their continued hard
tunes and crop failures.
Irrigation means intensified and diversified fanning,
dairying and stock raising, it means increased produc
tion and increased population. .It means settled values for
land and a steady market for it. 1 1 means prosperity. The
valley will never come into its own without water on the
land.

lumbermen wanted of a newspaper. The answer has not
been long in forthcoming to make the Telegram the er:
gan of the Portland lumber interests.
The Telegram has been devoting its space and energy
recently in a campaign to secure for the Portland lumber
men special railroad rates to northern California points
that will give Portland mills an unfair advantage over tho
lumber mills of llo interior and result in closing thqui
down and this notwithstanding tho fact that Portland
has the advantage of terminal rates, of water transporta
tion and a preferential rate to the east.
The campaign launched by the Teleirram. if successful.
will be a solar plexus blow to the development of west
ern and southern Oregon but it will give a monopoly
to Portland and fatten the lumber mills of the metropolis.
One cannot blame tho now owners of the paper they
bought it for something besides monthly deficits. Hut the
Tolegram is unfortunate in its owners. When the prop
erty of the Oregonian it had to echo the latter as organ of
the Pit lock interests, including the power trust and allied
big business and under the new regime, it must sacrifice
the best interests of the state as organ of the lumber trust.
