and speculators have been pinched, an ingenious scheme
is devised for the relief of the needy by selling the city's
credit for a mess of pottage by plunging the community
into debt a million dollars, using half of the money to
liquidate outstanding paving debts assessed against prop
erty, distributing the balance as a refund to those who
have met the obligations incurred under the Bancroft act.
"When the matter is presented to the council, action is
properly delayed until it ascertained by a special commit
tee whether the bonds can be sold if issued. Inquiry doos
not show that they can be at least no proof is offered that
such securities can be marketed for anything like par.
Thereupon the advocates of frenzied finance circulate
initiative petitions for a special election to submit the re
bonding plan to popular vote before it is known whether
the bonds are marketable. Hecause the council submits
another plan also, recall petitions are circulated against
the councilnieu to vent the spite of those grasping tit the
municipal indebtedness straw to save individual credit.
There is no valid charge made against the Jour coun
cilnieu whose scalps are sought. They have not been
guilty of malfeasance in office. They have been, guilty of
no extravagance. They have unselfishly served the city
to the best of their ability,"at a sacrifice of personal inter
ests. They accepted office unwillingly at the request of
leading citizens. The terms of two of tiiem expire the first
of the year.
The recall is simply a spite move to rebuke faithful
public servants of the best, type for having the audacity
to express honest convict ions and stand for the best inter
ests of the community as they saw them, instead of yield
ing to the clamor of the rule-or-ruin boomers of private
rebates at public expense, who think that they can get rich
by taxing themselves.
JIow is the community to induce any self-respecting
citizen to serve in the council a thankless .job at best
when carping vilification, defamation, contumely and re
call are the rewards offered?
This is an abuse of the recall which offers the strongest
argument against it for the enemies of popular govern
ment. It is a shame to our citizenship and a disgrace to
ledford.
