- Unless Bulgaria linn conceded fully
the demands of Russia concerning the
breaking off of relations with the cen
tral powers by 2 o'clock this after
noon, tho Russian minister ot Sofia
and his stuff will depart. However,
us Russia draws n distinction between
tho Unitarian government and the
Unitarian people, no repressive meas
ures will bo adopted against Unitar
ian subjects in Russia.
Even M. Mudjariow, Bulgarian
minister to Russia, will not bo expell
ed, ills passports will not bo giwn
to him and ho will lie permitted to re
main undisturbed, although to offic
ial relations' vhTbo maintained with
him as t)io representative of lung

Itiis.sin Acta Alone
Tlie foreign office explains that flic
fuel that Russia alone sent an ulti
matum to Bulgaria was due to volun
tary recognition on this part of her
allies of this nation's predominance
in the Balkans and of her moral claim
upon the gratitude of the Balkan peo
ple. Whether France. Italy and Great
Britain will withdraw their represen
tatives ut Sofia in ease Russia takes
this action has not yet been decided.
Russia felt compelled to make this
move, in view of tho failure of nil of
lorts to bring prcsMiro through other
means on Kinjr Ferdinand. It is the
iew of tho Russian Roernmcnt that
the recall of its minister would con
vince tho Bulgnrinu people that King
reidinaud'b policy is dangerous.
