Recently Villa entered Chihuahua and found that whilt
the poor were starving, there were plenty of supplies in
the stores, but extort ionatc prices kept them out of the

Villa warned the merchants that if they did not ccasa
raising prices on pecessities of life, they would have to
answer to him. To show that he was in earnest, he hung
three merchants of Torrcon for extortion. The warning
was unheeded. le ordered all nu'i'clisuijs to assemble and
placed them under arrest. To the gathered merchants he
made a fiery address, which was misquoted in the press,
which reported that he, said the "United States could go
to hell," which has been officially denied. What he did
say, as reported in a letter received by the Mail Tribune,
was as follews:

will go to tho United States. I will see to that. You had better tako In

The native mediants were sent to the penitentiary
charged with extorting money from the people by charging
exorbitant prices for the npcessaries of life. The foreign
merchants were deported to the United States. The state
took over thestneks of merchandise. There was a 300 per
cenOreduction in prices. l)od famine no longer threatens
Chihuahua. ;
High handed measures, of course, but not as bad as food
riots and starving people. The merchants reaped what
they had sown when they let greed out weight humanity.
Such acts explain tho strength of the bandit leader with
the peons of Mexico.
