Mr. llinmnn estimates that the acceptance of the jPOp
osition will entail a monthly deficit of about $1000 for the.
city and provide no material relief for the people. i?j
cording to this, the present company is not milking ii for
tune, by any means, in its service.

tion and survey of the cost of furnishing the same. Open
hearings on the subject will shortly be held and the rates
fixed so as to allow the company a fair return on the phys
icjll value of the plant.
Electricity costs more here than it should because, there
are no factories, mills or manufacturing nlants to utilize
the power during the daytime when the lighis are not in
use. Could this surplus' daylight power be marketed to
industrial enterprises, the company's receipts would be
increased and a reduction be possible on the lighting
charges.
The telephone investigation showed thai the phone
eo'mpany, even at Ihe increased rates ordered cannot make
interest returns on the investment and that rates permit
ting a profitable operation would be prohibitive and there
fore impracticable. There is no reason to believe any
sweeping reduction in electric rates will be ordered or jus
tified. Until Mcdford and the valley secure some industrial
enterprises and provide some market for power already
generated, it is doubtful if lower light and power charges
are a possibility, .unless provided at an actual loss to the
supplying corpiration. Nor is it probable that any com
peting company could .supply electricity at cheaper rates
under present conditions. At any rate, Mr. I Human's re
port, shows the inipraeticabilitv of the city's entering into
the business at this time by
Public Service Corporation s oiler to sell power not yet
developed.
