The lint of dead includes twelve
men of a crow of eighteen of the
towbont Convoy, which went down
during the storm. None of the bodies
had been recovered.
The Murui was equally severe over
northern Kentucky ami the property
damage there will almost equal that

death has been repotted from the
Kentucky side of the jiver today.
The crop damage was heavy.
Cincinnati awoke this morning to
find railroad service partially par
alysed, its wire communicatioit with
the outside world hampered to sueh
nn extent that only press wires were
available, its streets litteied with
fallen trees, signs, roofs of houses
and other wreckage that had been
tossed there by the wind.
Numerous church spires were
blown down and with the wreckage
in the streets not yet icmoved street
car service was limited.
From the other side of the Ohio
river, in Newport, Covington, Fort
Thomas and Fort .Mitchell, Ky., come
reports of collapsed houses mid the
street car service of those cities has
been entirely suspended.
In Outlying Districts
lit the outlying districts of Cincin
nati the property damage appears to
be heavy, particulnily in the resident
sections of Clifton, Avondale and
College Hill.
It was ascertained definitely today
.that a special train on the Pennsyl
vania rnilnmd, currying raceliorm
from the recently ended meeting .nt
Latonia, to (lie eastern trucks, wii
wioeked at Terrace Park, n short
distance from this city. Nineteen of
what are considered the best horses
that raced nt the Latonia meeting
were killed. It was also reported
that two caretakers were killed mid
nineteen others injured, including
several jockeys. The large racing
stable of K. If. Bradley was on this
train.

For 13 years tho reclamation ser
vice has been unique In government
work In that It has been non-political.
It hns been notably trco from graft,
as proved by many investigations
and Its history Iihr been marked by
success. All this Unto Frctlorck II.
Newell has been Its director.
Now tho reclamation service lias
taken Its placo along with the polit
ical navy yard, the spending ot money
on useless waterways and tho main
tenance of useless military posts.
How Work Carried On
When tho reclamation service was
established and tiff to the present
time the work was carried on with
funds received from tho sale ot pub
lic lands In tho nrld and seml-arld
HUites of the west. These funds were
used for the Irrigation work nnd re
funded to the treasury by tho recla
mation settlers. Theoretically the
fund was to bo n continuing fund
for tho Indefinite reclaiming of lands,
Under n new law passed by con
gress July 30, 19H, but which bo
ennto effective July 1, money from
tho sale ot public lands Is hereafter
to bo put In the treasury and expend
ed, not by reclamation experts, but
by congress.
At tho present moment this results

jects and how to spond reclamation

When President Wilson wus elect

Interior, tho conservationists woro
inoro than satisfied. Ho was n con
servatlonlst and In most mntters has
continued to bo so. What has hap
pened In tho case of Newell and tho
reclamation service Is therefore diffi
cult to understand.

assumed office, ho began to reorgan
ize tho reclamation servlco. In placo
of a slnglo director director, ho sub
stituted a commission of five mon.

ning with Xowellj and throo western
men who wero not either onglneers
or specialists In Irrigation, Ono was
.Will It. King, formorly Jusllco of tho
supreme court of Oregon, and who
came to the national cupltal as a
rumored aspirant for several offices;
W. A. Ityan, a California politician,
formerly with Lnno n tho Interstnto
commerce commission, nnd I, I),
O'Donnell ot Montana, a banker and
promoter of prlvnto Irrigation enter

minority member of a board whoso
majority were not reclamation engi
neers, but political appointees.
Then camo tho congressional action
which has overturned the entire re
clamation policy. Oscar W. Under
wood, democratic loader, ably assist
ed by James It. Mnnn, republican
bouso leader, and John J. Fitzgerald,
appropriations chairman, put through

amendment" to the reclamation ex
tension act, profiling that boreaftor

this legislation, on December 3, 1911,
Newell received a short letter from
Secretary of the Interior Lane "trans
ferring him to the position of con
sulting engineer," nnd putting him on
tho samo basis as other consulting
engineers.
Still Inter Secretary Lane abolished
thn office of director of tho reclamn
tton service, "consolidating tho posi
tions of chief engineer and director,
with A. P. Davis ns director and chief
engineer.
With this action Newell ccnBcd to
hold any position except Hint of con
sulting engineer, nnd ceased to 'exor
cise any authority over tho policy of
tho service whatever.
Newell Is Discharged
A letter sono followed from Sec
retary Lnno informing Newell that
on .March 8 his Job as "consulting
engineer," nt n definite monthly sal
nry, would terminate, except that If
his advice should bo needed such
advice would bo pnld for on a por
diem basts.
This left Newell on tho sidewalk.

living delivering lectures nt tho Uni
versity ot Illinois.
Xowull hns .spent his life In tho

ly meager salary.

gated again nnd again, and always
camo out with a clean record.
Newell wns tho first man In tho

And now that tho work Is begin
ning to bear fruit, Newell is quietly
shelved.
