As to tho question of tho vnlloy
needing water, I think ninety per
cent of tho people ngroo that water
must bo had to successfully rnlao
fruit, alfalfa or other farm products
Tho question Is how nnd by what
method water can bo secured on reas
onnblo terms and at a ronsonablo
price. Whoro can sufficient water

net. Under this act any number of
ranch owner may organlzo n stock
rompany, ulcct their own officers,
sign up such lnnds ns they desire
to bo covered by wntor. This act
provides for tho Issunnco of bonds
nufflclcnt to pay for tho cost of tho
cannls nnd lntornls. Under this
method tho ranch owner cuts out all
questions of mlddloman nnd graft.
Thoy own tho ditch, manage tho
company, they own tho land, tho
water belongs to that particular tract
of land, for which tlipy bIku for. and
with each ncro of land tho landowner
Ir entitled to ono voto. If tho owner
owns ICO acres of land nnd wants
to put wator on 80 acres of this land
ho ran sign up for 80 acres. That
wnter belong to that particular 80
acres of land, entitles tho owner of
thlH land to 80 votes In tho corpora
tion. Should ho Roll 20 ncres of this
laud ho loses SO votes. In other
words, tho water belongs to that pnr
tlculnr land and that portion of tho
debt belongs to that particular jilccc
of laud.
Costs Held to Minimum
Under this method no ono Is forced
to tnko moro water than ho wants,
the company Is not forcod to build a
larger ditch than they require to
water tho land signed up, tho costs
rnn bo cut down to n minimum, tho
cost of maintaining tho ditches nnd

At any rate tho ranch owner only
pays tho actual cost of maintenance
h ho pays no profit to anyone.
If tho ranch ownors of tho Rogue
river valley will get together nnd
organlzo their own company on tho
above lines, tho enterprise can bo
financed. Tho cost, however, per
ncro would depend on tho number of
ncres Included In tho enterprise,
owing to tho long main canal which
of necessity would hnvo to be well
constructed, but If 40,00 acres could
bo Included In this cntcrprlso, It
would not cost to exceed thlrty-flvo
dollars an ncro to 'bring tho waters
from the Illgo Ilutto crook to tho
Hoguo river valley and dlstrlbuto It
over tho forty thousand acres of
land.

river valley. Tho sugar beet plant
can bo had whenever wo can demon
