There are several ,ways in which this water can be se
cured, but to roalizcltny'of them, co-operation is essential.
An irrigation syslcin involving great expenditure of money
cannot be consfrucied for the benefit of a few acres, for the
c'ost will be ton wvat. A large area 'must be watered in
order to (list ributV the cost.

Underpin. Oregon district improvement law it is pos
sible fonfhe land ownei;s to organize an irrigation district,
including u,jy the land that is signed up, eliminating from
thedistrict those port ions whose owners do not desire irri
gation. The acreage thus signed can organize, issue bonds,
and with tii proceeds construct its own irrigation district,
winch it. will oAvn and manage outright, subject only to the
bonds, the inniutenancc charges being fixed so as to cover
cost and inu-rest, and the assessments prorated as the
bonds fallne. Home such proposition as this is advanced
by the fanners' committee which recently reported favor
ing such district and the construction of a svstem from
Iig Butty t.r(.0c.
The rtw'onunendation, as we understand it, is for the
formation ofHUch a district, the placing of the bonds with
the coivfructors, who in return agree to construct the sys
tem ani turn it over to the district upon completion, for op
eration juid maintenance, the cost per acre being deter
mine wholly bv the acreage signed up. Thus, if the svs
Ifii" ejbst $1,000,000 and 10,000 acres comprised the district,
tto) JU,ro cost would be $100. I f 20,000 acres, the cost would
!o $,00. J f 10,000 acres, the cost would be $2o all depend
mK upon the cost of the svstem and the acreage within the
disljrict.
il' the bonds began to mature in five vcars and contin-
lUHl annually for thirty vears. the bond assessment would
be distributed in small payments throughout, giving the
land owner opportunity to pay his assessments out of in
creased earnings due to the use of water. Only tho.se
tracts included in the district could secure water on the
same easy terms, hence it would be an object for every
land owner to get into the district.
As to the feasibility and practicability and desirability
of bringing in Hig Ihitte, we are not prepared to say. The
committee report that the Seattle firm or Clrant Sniith JC
Co, stand frilling to finance the project. It is also probable
that with such a district organized other concerns, such as
the Rogue River Canal company, would make equally at
tractive propositions.
One tiling, however, is certain we will never get any
where until the laud owners unite, as in such a district
plan, and are in shape to make and receive propositions.
Until then irrigation is an irridescent dream.
