FOR A SQUARE DEAL
THE report issued by tho dopnrhuout of coinmorco and
labor as a result of tluk investigations of the bureau
ol' t'orporations shows that the timber holdings of the coun
try are rapidly being concentrated in a few enormous hold
tugs, tending toward a central control. It also shows a vast
.speculative purchase and holding of timber laud in ad
vance of its use, for the certain increase in value duo to
diminishing timber area.
These speculative syndicates own the bulk of tho tim
ber land in Jackson county. The timber is held for t'uturo
profits. That is why thcro are no lumber manufacturing
enterprises in the county. There is no reason why lumber
t annot be made at n profit liore, when it is produced profit
ably in Josephine county, with less than a quarter of the
local market; in Klamath county, with practically no local
market; in Siskiyou county, California; in Douglas and
other Oregon counties.
The speculator in natural resources who produces noth
ing and adds nothing to the wealth of the world, but who
holds merely for unearned increment, is always tho loud'
est complainant about taxation, though usually paying pro
portionately much less than the developers of the coun
try. The same is true of the timber holders of Jackson
county.
If Jackson county is to secure its just share from these
speculative timber holdings, it must be by taxation before
the timber is cut as much or the land is worthless for
other purposes. It must force the speculator to pay in pro
portion to what the farmer, orehardist and town resident
are paying. Such is not the case in Jackson county,
through no fault of the assessor, but because of the systeni
that has governed since the
Guesswork valuations ou
fair either to the timherman
an equitable basis ot taxation, a 'thorough and reliable
cruise of the timber must bo made. Upon this as a basis,
the timberinan will be forced to pay in accordance to his
actual property. Thus only can there be equality before
tne law.
The effect upon a county
forth in a letter written last month by P. l Leinenweber,
county assessor at Astoria, as follews:
Tho year after ho cruised Clatsop county we raised approximately
1300,000 MOKE taxes than tho year before, but the resident tax payers,
such as farmers and dairymen, etc., paid less taxes than they did the prev
ious year. ,
"Prior to having our timber cruised, It was absolutely an Impossibility
to place equitable valuations on timbered lands and as a result tbls class
of property bad escaped paying Its proper share or proportion of taxation
for many years, thus causing a much heavier proportion to fall on other
classes of property, and further in that regard, there trac a greater (lis
cepancy in tho valuations placed upon tho timbered lands, which resulted
fn equitable taxation upon various owners of timbered lands. Wo hava
now, since the crulso has been mado, reliable and definite data which
enables us to place proper valuations on each and eery legal sub
division. There is no question but that the cost of a timber cruise
in Jackson county, which, with its vast stretches of timber
would be considerable, would be much more than" offset by
the increased revenues resulting the first year, following
the cruise, as timber is assessed lower in this county than
in any part of Oregon, and that thereafter taxation would
be less heavy upon other classes of property.
The loss of $70,000 a year in Jackson county tax rev
enue from the O. & C. railroad grant land renders it imper
ative that the timber speculator be forced to pay his just
share of taxes and a square deal to all the taxpayers is nee
cssary.
