When I granted htm a parole he

"One negro, Milliard Dixon, had
been In the penitentiary 34 years
without a word of censure. The
Judge and all tho officers of the court
had died, nnd he was paroled.
"A white man, James Jolly, had
nerved In the penitentiary 34 years
and bis case was forgotten. His
record wsb perfect. When I com
muted his sentence, he camo by tho
esecutlvo office to thank me and to
say that he thought he was forgot
ten. "It will bo observed under tho pa
role law no man Is paroled unless
provision Is made for. his employ
ment and his comfortablo mainten
ance. Therefore, no Injustice Is done
a man by granting him this clem
ency. "In some cases the convict docs
not desire to bo released. This
sounds strange, but when I was at
tho state farm I saw Ilowj Taylor, a
white man, who has been In tho pen
itentiary for 23 j ears and has for
years been In chargo of the railroad
office for tho prison authorities.
,1 He fuses a Pardon
"lie has a fine, open face and a
most agreeable manner, and he stated
'to me that he would not accept a.
pardon. Ho declared that ho had
killed another man In self-defense
and he wished a new trial and vindi
cation, but would not accept clem
eticy. I do not believe I ever saw a
man with a better countenance and
a more honest speech.
"The difficulty Is to draw the line
Jictwecn maudlin sentimentality and
dictates of wise penology. For ex
ample, ono white man out of jeal
ousy killed his rival, tied him to a
horse and led the horse Into a swamp
and tied him there. It was a week
)atrrbefore the dead man was dis
covered, through tho presenco of

' "My Interest was awakened In
another roan who hud been serving a

I Among the Women
' " "In the woman's department,
Svhbre thero are several hundred
Jietjro women, I found many of the
old-fashioned typo, who had cooked
nnd washed for many southern fami
lies. Many of them bad quarreled
Villi somo other woman about some
volored beau and In throwing a flat
lion happened to lilt a. vital spot. If
who had missed, nothing would eer
hao been heard of It.
e "I do not wish to bo construed as
favoring uny laxity in the administra
tion or the criminal law, Society
must bo protected and the effect of
J he law vindicated, but when this bus
jjeen done uny fuithcr deterrent
jiiiiilslimeiit becomes unjustifiable,
Jt does not lesion crime, but tonds
