ordinary and uncommissioned, capablo of rendering servlco In wnr. Wo
havo under construction and authorized, 77 vessels (9 drendnaughts, 23
destroyers, 3S submarines and seven auxiliaries) as compared with 54
vessels (5 dreadnaughts, 14 destroyers, 23 submarines, 3 gunboats and
nlno auxiliaries) which were under construction on March 1, 1913.
On account of the misrepresentations persistently cir
culated ngani&t the administration regarding the prepara
tion for military emergencies, a comparison of the last two
years of Tatt with the first two years of Wilson is inter
esting. Dreadnaughts Under Taft: Two dreadnaughts cost
ing $13,000,000 each, or $2(3,000,000; under Wilson, five
dreadnaughts costing $14,000,000 each, or $70,000,000 on
the chief fighting force of the navy.
Submarines Under Taft, twelve submarines costing
$7,958,936: under "Wilson, three seagoing submarines and
twenty-three other submarines, costing $10,200,000.
Torpedoes The supply of torpedoes doubled under
Wilson, the government plant trebled in capacity, and a
saving of nearly half a million dollars in manufacture ac
complished. Mines and mining Unprecedented progress in the past
two years m expansion ot mine equipment and nmnulac
ture. Mine-sweepers, inine-la.yers and destroying equip
ment multiplied manv fold. The government has begun
making its own mines and has

$1,077,210 on contracts for projectiles, $1,110,000 on armor
plate and $1,800,000 on other supplies.
Mr. Daniels declares that the "navy of 1915 is larger,
better equipped and in better condition than in any prev
ious year, and the fleet becoming more efficient with every
passing month."
