discern, the people of Oregon ought to be thankful that

The obiect of the rumi) lesrislaturc in session at Port
land n month before the legislative session nt Salem began,
is quite clear to all. It was to effect the triumph of the
spoilsman and reduce the government ot uregoir 10 polit
ical spoils through the establishment of Day as boss and
his efficiency is demonstrated.
Bills are pending, many of them already passed, and
possibly all will be, ousting every present commission and
state employe, and reorganizing the public service upon a
SDoils basis.
It is proposed to take away from the board of control,
consisting of governor, secretary of state and state treas
urer, all republicans, the management and control of statu
institutions and give it to the governor. Every state insti
tution is to be turned over to the political machine.
It is proposed to merge and consolidate boards and
commissions, without' materially affecting the number or
pay of employes, for Uie sole excuse of securing a new per
sonnel. Other boards, like the game commission, are left
practically intact, save the personnel. Some offices, like
the highway engineer, who is made assistant to the state
engineer, get a change of name to secure a new personnel.
Some elective officers ar.c replaced by appointive officers.
In practically all the bills ei eating new boards or com
missions or changing old ones, the governor is not only
given power to appoint the members of the boards, but is
also authorized to appoint the secretaries or other execu
tive salaried officers to be connected with such boards. No
subordinate employe can be named without the approval
of the covernor.
Throughout the weave of legislation runs the thread of
the political .machine and the spoilsman, always the same
pattern, aim ail tins is ueing tione unaer uie guisu 01
"economy" that does not economize, and by aid of the
"emergency" clause Uiat robs the voters of their right of
referendum.
No wonder the house, which, despite the fact that its
organization was captured, is more representative of the
people, is in open revolt. No wonder there is a deadlock.

A BILL is pending before the legislature which provides
n nloscd season for trout in streams above tidewater
from November to April, which should become a law.
The present law, providing a closed season only for
trout under ten inches in length, is an absurdity, as it is
only in small mountain streams hcre the cold tempera
ture of the water and the scarcity of natural food stunts
the growth of trout, that trout under ten inches spawn
and most of these spawn late in the spring, sometimes as
late as June.
The steelhead, or rainbow, and cutthroat trout, in
larger streams like the Rogue, spawn from November to
May. The cutthroat and summer run of stealhcad are the
firs't to spawn, and the high water of the fall brings them
into the small streams. The winter runs come later and
until late in the spring the large trout can be seen in small
creeks spawning.
A fish in the spawning period is not in good condition
to eat. ncavy with row or milt, they furnish tame sport.
They can only be taken with salmon eggs, a despicable
bait, furnishing the poorest kind of sport, for with u hook
ill its interior the fish has no chance. No skill is required
and a true sportsman should be ashamed of the slaughter.
It is a question whether the fish caught in Bear creek,
receiving as it does the sewerage of Ashland, Talent, Phoe
nix, Medford and Central Point, is fit to cat at any time of
Uie vear. It is certain that a spawning fish is in no condi
tion for the table. It is also true that every trout caught
at this season means as many hundreds orthousands lower
in future years. Remembering this protect the trout
when they need protection and don't fish during the
spawning period.
