It took a year, a change of state administration and a
compliant governor to do it, but '"Howlby's goaf has
finally been captured though they had "no goods" on
him and his honesty was unquestioned.
No charges of incompetency or inefficiency have been

head have been by disgruntled contractors, who bid less

Upon Mr. Bowlby has fallen tho initial work of organ
izing state highway vork. Construction has been begun,
and is partially completed along the Columbia from As
turiu to Hood JRivcr and in southern Oregon. With sev
eral hundred miles of highway in different sections of the
state to lav out, construct and supervise, the work has been
well done and challenges comparison with that of other
states, both as regards construction and cost.
Mr. Bowlby won the enmity of Mr. Beall because he
refused to specify Mr. licall's corrugated iron culverts as
standard. He secured the enmity of other contractors
because lie rejected extortionate bids and refused, to
"stand in." The Avork in Clatsop county, for instance, was
done for $50,000 less thail first bid. He reaped the ill-will
of big paving-concerns because he refused to stipulate pat
ented pavements controlled by monopolies, and in some
instances had the state do its own paving. He received the
ill-will of bridge contractors and of certain county courts
in the Willamette counties because he exposed the fact
that counties had been held up for excessive, prices on
bridge materials.
The governor requested Air. IJowlbv's resignation be
cause it was demanded by Senator 1. N. Hay, chairman of
the senate ways and means committee and boss ot the leg
islature, who threatened to kill all road legislation unless
Bowlby was removed. This he can do, as lie has held up
all important legislation and all appropriations until the
closing days, so as to force the legislators to vote as ho
wishes on penalty of slaughter of their own bills. Mr. Bay
is himself a contractor and the champion of big business
in the legislature.
Having demonstrated the strength ot the contractors
in dictating to the governor, the contractors' clique will
prouamy lurtlier exercise tneir control oy naming
Bowlby 's successor, who, owing his position to the con
tractors, will have to "stand in" and do their bidding.
Hence the offiOc will be free of the friction caused by an
official who strives to serve the ilidiffercnt public and
serves the interested contractors.
Mi. Bowlby has reaped the reward often secured by
those. who strive to serve the public, when duty interferes
with the smooth flow of big business that dominates pol
iticsl However, Ijis regime has left behind a monument in
the first permanent highway work done in Oregon.
Let ns hope that the highway appropriations will now
be rushed through the legislature, as the excuse for block
ing progress has been removed.
