first session since August H, when it
approved the action of the Hussinn
government in engaging in war with
Germany. It is not unlikely that this
session will bo marked by events of
importance in the history of the de
velopment of Hussion political insti
tutions, owing to the changed rela
tions between tbq people and tho gov
ernment in consequence of the war.
Tho session provides tho first renl
opportunity for the manifestation of
the effect of these chnnges, tho ex
tent of which has been indicated by
recent appointments to public office,
ns well ns by the utterances of the
emperor and Russian statesmen.
Tho now spirit of the dlunn was re
flected nt once in tho formulation of
demands for greater popular riglfts
and for the abolition of political and
religious disabilities. The meeting

of these problems and of the yearly
budget. All uf tho officers were re
elected. It was expected that in the
course of the session the government
would announce definitely whatever
changes in policy are contemplated.
