NEW CHARTER TONIGHT
A special meeting of the city coun
cil will be held this evening to de
cide on prcsentine the new eoin
mishion charter before the people
nt n special election. There is unor
ganized opposition lo the chnrtcr
election nmoni tho "drys" who have
n notion that one clnnsc therein at
tempts to cmnsculato the laurels they
won nt the Inst election. The argu
ment is nlsc advanced that the special
election should bo called after the
regular election, so as not to confuse
the people in selecting "good' coun-cilmen.
Most of the conncilnicn arc in
favor of plncintr the charter before
the eoplo for n decision. Council
man jredynski is said to opiosc the
charter upon the grounds the present
ancient one meets all needs, if the
people live up to it.
Other members of the council favor
the charter and the special election,
but think chnnges could be made in
its wording that would make it clear
er. COUNCIL TO VOTE
ON BOUSSUM'S PAY
The matter of paying Charles
Ilousitm, city fireman injured n
month ago when the fire truuk crush
ed into n concrete lump post nt
Jtnin and Front streets, bids fair to
be n bone of contention nt the next
meeting of the council. Thoso who
oppose paying Boussitm for time in
recovering from bis injuries are in
tlio minority. Their chief reason for
opposing tlio pavment is that Bous
Bum was not supposed to bo standing
on tho 6ide, but on tho platform nt
tho j ear. Fiicwlx of BonsBtnn con
tend that when tho alarm rings, the
thing in to find place, without think,
imr whether he belong there or not.
That Uoussum was ot killed outright
in tho accident is miracle.

pitchers, signed a contract today to

club, noeoiilunr to nn announcement

of) the Hrooklvn club, this afternoon.
Mr. Witnl stated that Muioiuiul

tion to milking nn affidavit that ho
was n free ngvnt in n hiisoball m-iiso
nnd hud received timl nvointed for

Secretary .John 1. Foslor of tho
New York National league club, when
questioned rvgnrding Muripiard'ri
status ns n flee aucnt, .nid that tho
jntehor was under contract to the
New York Giants in n series of three
interloekin contracts which covered
his playing services for 101.1 and
1010, nnd gave, the New York club an
option on his services in 101". Still
nnothcr contrnct gave the New York
club special rights in regnrd to Mar
qua rd's playing service, nnd was
drawn up with the idea of covering
any loop holes which might exist in
the other contrnct.
The secretarv of the New York club
scouted the idea that Murnunrd
could piny for nny other team than
the New York Giants for the next two
seasons nnd intimated tbnt the case
would be taken to court if the Giants'
southpaw endeavored to jump to the
independent lengue.
