LIO NEW CHARTER TONIGHT A special meeting of the city coun cil will be held this evening to de cide on prcsentine the new eoin mishion charter before the people nt n special election. There is unor ganized opposition lo the chnrtcr election nmoni tho "drys" who have n notion that one clnnsc therein at tempts to cmnsculato the laurels they won nt the Inst election. The argu ment is nlsc advanced that the special election should bo called after the regular election, so as not to confuse the people in selecting "good' coun-cilmen. Most of the conncilnicn arc in favor of plncintr the charter before the eoplo for n decision.
