OTTAWA, Out.. Nov. 1. The pres

Pacific off the conpt of Chile and the
probability that two more, the Dres
den mid the Kmden, nre on Ihelr way

prehension hero for tho safety of
Canadian cities on the Pacific coast.
To meet the situation, the naval au
thorities at Ottawa wero in confer
ence all forenoon. Monsures of some
suit, it is said, will bo likely taken,
though what they are has not been
determined.
Tho fact that tho German warships
had been assembled into ono fleol
was taken hero as a clear indication
that Genuauy had perfected arrange
ments for coaling tho fleet, and it
was felt that little could bo dono to
round up this fleet until llrilili and

It is feared (hat tho Geniinn fleet

TEUTON VICTORY
AFFECTS PACIFIC
SAN FRANCISCO, Cal., Nov. 4.
Tho brilliant victory or tho German
squadron over tho llrltlsh coast of
Chilo places a new aspect on the
naval situation In the Pacific,
For tho present, at least, It defi
nitely shifts command of southern
waters to tho Gormans, and until
(hero bus been a readjustment of
forces, will mnko Itself felt In tho
movoment of all cargo and between
tho Pacific coast and Kuropo.
Which way tho Germans will elect
to turn next Is purest speculation,
but thoy aro free to move northward
toward tho mouth of tho Panama
canal or to continue southward
toward tho passage through tho
Straits of Magellan and tho route
around tho Horn.
At tho samo tlmo tho trade routes
botweon San Francisco, Puget Sound
mid tho Orient, already heavily po
liced by Japanese and llrltlsh, are
now cleared of menace and tho allied
patrols can move against the enomy
with a definite objocttvo.
Tho engagement accounts for nil
