Thus we have one of the triumphs of Prussian mili
tarism, the breaking of treaties, without excuse, the invas
ion, spoliation and" forcible annexation of a binall neigh
boring nation whose seaboard is coveted, the slaughter of
many thousands of patriotic citizens whose crime was the
resistance of the spoiler, the burning of cities and villages
that refused ransom, the degradation of tin independent
sovereignty and the political enslaving of a highly civil

testing against the atrocities and violations of the war
code by the invading Germans. To offset this, the kaiser
has also appealed, protesting against the actions of people
defending their homes against destruction and their na

mans are in Belgium.
