WASHINGTON, Aug. 29. A de
fense of the German destruction of
the historic Belgian town otLouvaln,
was contained In a wireless dispatch
from the Berlin foreign offlco to tho
German embassy hero today. Tho
message says:
"In consequenco ot a sudden attacli
ot Belgian troops from Antwerp, tho
German garrison at Louvain went on
to meet the enemy, leaving only one
battalion of the last reserves and an
army service corps.
I "Thinking this was a retreat oi
the German troops, priests ot Lou
vain gave tho people amniunitlon and
civilians began to shoot at unsuspect
ing German troops from windows In
different parts of the town and
wounded many. A fight lasting 24
hours took placo between the Ger
man soldiers and the people of tho
town. Parts of tho city aro burn
ing and civilians met carrying armt
aro killed.
"A manifesto ot the chief of gen
eral staff speaks of liestlal cruelty
on tho wounded and makes tho civil
authorities of tho town responsible
for tho provocation and for providing
people with arms.
"Tho leaders of tho German army,"
the dispatch continues, protest
against news ot tho cruelties ot Ger
man warfare. German troops some
times had to take severe measures
when provoked by the pcoplo mak
ing treachorous attacks upon them
or committing atrocities against the
wounded. The responsibility for this
method of warfare falls entirely upon
tho civil authorities of occupied ter
ritory who glvo arms to civilians and
stir them up to take part In tho war.

cause. The Gorman soldiers are not
