States Slow Io Move
In 1001 only fifteen lind Mate
highway departments; today there
are onlv six that liayo not. In 1913
the individual states appropriated n
total of $38,7f3,0S8 to supplement
local expenditures.
Tho value of this state aid l,
however, not to bo mensured by the
figures alone, for the bulk of the
money comes, and always must
come, from the counties and town-
t-lmw. Thus, in 1012, the cash out
lay by counties, districts and lown
ship, was $137,-193,085. Complete
fipurcs for 1913 nro not yet avail
able, but it is safe to estimate the
Mini nt approximately $151,000,000.
To this must bo added some. $13,000,

list year therefore, local communi
ties contributed in round numbers,
mio hundred and sixty six millions
of dollars, as npninst appropriations
from Mate treasuries of $38,7.")5,

thirty eight millions lies in the fact
that it means expert supervision of
the cxMuditure oil a conMdcrablc
portion of tho vast sum of two hun
dred millions.
Advantage In Hauling
These returns nro or various
kinds. First nml foremost is tho
reduction in the nclunl co.-.t of linnl-
iii'', the plain fact that it tnkes lcs
time and labor to haul n load over
a pxxl road than over a xior one.
I.et.s obvious is the effect of improv
ed roads in increasing the total out
put of ti community. In the ciiu of
one county in Virginia where partic
ularly thorough records have been
kept, this output was more than
doubled. The fanners found that
with a market always am: readily
accessible to them, it paid to work
the land to its maximum produc
tion. This explains the very remarkable
rise in farm land values which near
ly ulwnys accompanies road improve
incut. The rise is not a fictitious
one, of no benefit to the man who
wishes to fnnn and not to sell. The
laud is more valuable because it
can profitably be made to produce
more. In other words, the money
that goes into the road conies buck
with interest from tho laud.
