No announcement of the contents
of Carranra's reply was made here,
but It was understood the uotu Is

tho constitutionalists.
It is Known, however, that Rafael
Kubaran, minister ot tho Interior In
tho Carranta cabinet, and chief oi
the agency hero, will not bo among
tho delegates, as General Carranxn
considers Zubaran Is needed to look
after affairs here.
Two of the delegates arc almost
certain to be Luis Cabrera, a promi
nent figure In tho constitutionalist
movement, and Joso Vasconcclos. a
young lawjer. Tho namo of tho third
man was not known here.
President Wilson authorized today
tho announcement that he considers
the progress of mediation at Niagara
Falls as "very encouraging." No
formal statement was mndo of the
basis of tho president's optimism,
but it was said unofficially thit he
expects mediation to bare a success
ful outcome the next few days.

Couneihnan Sargent complains of the use of Bedford
streets by outsiders, lie says: "They use the streets day
and night . . . Often several times a day . . .
much fuoro than the citizens living inside the limits."
Therefore he would raise the suburban water rents to a
prohibitive scale, because the suburbanites use city
streets!
Win does not the city council establish toll gates for
the use' or these streets aiid make the suburbanites "come
through" like the Dollarhides do the tourist over the Sis
kiyou's? Here is a possible source or revenue the watch
dogs of tho treasury are overlooking.
Why not build a Avail around Medford and permit no
one to come within the sacred precincts without contrib
uting to the public funds I .lust as well as to punish those
who'lmvo had the temerity to build residences, improve
the "barren hills and develop the country outside the
portals.
There never was a city so entirely dependent upon the
surrounding country as Medford. It has scarcely any man
ufacturing "or other money-producing industries. It is
dependent upon the products of the soil the returns to
the orchardist, the farmer, the stockman, the miner, the
timberman, for existence. Out off the surrounding terri-toi-v
nnd check its dovelonment and Medford would, in
deed, become the deserted
thing in reason that can no none xo assist me country o
development must be done to assure Mcdford's growth
and prosperity. As n matter of fact, it is the outsider who
is really paying, though indirectly, the cost of city govern
ment and of improvements.
Yet here we have the boll wether of the city council
bleating because the outsider uses tho city streets! If
thev didn't use them, there would be no need for streets.
The more thev use them and the more inducements held
out for thir use the better. The trouble at present is
that there are not enough outsiders using those precious
streets. If there were ton times as many we would have
an abiding and permanent prosperity.

Might close the movie on those
nights, too. We didn't pay for their
equipment.
