a rose that was brought across the
plaiiw from Miouri in 1S4JI by Mr.

Mrs. Sargent.
This ntio has been growing in the
old Apjilegtitc home ut Ashland for
many decades, but was brought to
Medford two vears ago, and U still
n very vigorous plant. We should
reflect uhen looking at till- fir.t
Hague river rose that onr foremoth
cr who carried neros the plain
with them the fir-t ro-c- grown in
Oregon, were most devoted to their
culture. If they pould enre so much
wc should make every effort to fol
low la their footsteps, and Oregon in
future would be one big garden of ex

The roe they loved are beautiful
and to us who enjoy the benefit of
their pioneer courage most dear.
The magnificent bin om- di-plny-cl

SQUEEZING OUT OUTSIDER
(Continued from pM 1.)
dependent on this outside tr.ido for
Its support. Again I say all possible
encouragement Instead of addcl bur
dens should bo. even from a selfish
standiolnt, given by .Medford busi
ness men and city council to new
comers like myself who are trying to
make good.
My house Ig po situated that It Is
Impossible to sccuro other water
than that from the city main with
out an expenditure of many hundred
dollars, perhaps thousands, to, In
stall a plant. It Is out of the ques
tion for mo to do this and therefore
the now water rates will mean, to
me, an nbandonmeat of my garden
and of my small lawn which I havo
been threo yearn In securing, and of
any further attempts to beautify tho
placo and make It attractive to both
ourselves and to paNjershy.
It may bo that there are cases of
abuse of the water privilege by out
side users, If so It Is easily regu
lated by putting in meters and there
certainly Is no need of adding a pro
hibitive rato.
At present only a part of tho out
side users aro on meters, t have
been for more than, a year but others
are entirely unrestricted and on a
flat rate of $1.50. T uko water for
domestic purposes only at hoiino and
barn und for a small garden and
lawn and for no other Irrigating.
ICvcn go the new rates will mean for
mo If I do not cut out tho lawn and
garden an increase of well toward
J'i0 In a year of ordinary dryness.
I never drlvo to town In summer
without noticing the large stream
flowing to iistu from the reservoir
and water In tho gutters In tho city
wasted from neglected lawn sprink
lers. These holng facts It does not seem
fair to eipieezo "outsiders" for tho
last cent In quite this way.
The pipe Hue crosses my land In
common with that of many others.
Tho city has a right of way free
and Ih liable to enter at any tlmo to
make repairs and dig up cultivated
land causing Inconvenience and dam
age, both In this wuy and by leaky
pipes, which money will hardly cover.
Is It at all iiieuHuunblu that In re
turn for this rlplit of way ucrons prl
vuto proporty that the city should at
least bo willing lo supply tho owners
with water at a icasonablo if not at
a low rate?
I blncorcly hopo the council will
tee fit to recousldor this action und
not Inflict this added burden on
uiuiiy people who can III afford to
stuud It.
