THE NEW AMERICAN CITY
A ltcuinef tlio ltcccnt Movement tit .Municipal Politics nml tho Salient
Features of Civic Hcform.
Ilr llenj. 0 Sheldon, Secretary Mcdford Charter Commission.
X. C1TV lMhNMN(i
There are two features ot the mu
nlclpal reform mmcmctU to which
wish to call attention In tilts paper,
Tliey refer to the more esthetic ac
tivities of cAle. .Student usually
nolo them with tho trnis, "city
lihiunlnu" and the "welfare move
ment."
City rianuiiig
It would be Impossible to estimate
tho amount of wealth thrown away.
h) American cities, because- they
h:io been allowed to glow without
recant to a systematic plan for that
growth. Paris under louls Nnpole
on spent J26S.000.000 In rcctlflng
only n p.trt of her mistakes. Chica
go has entered upon n plan nt an
estimate, cost of J 1 ".0.000.000 con
sidered to remedy less than one-tenth
of hor misdirected growth. Her
eolossnl undertaking Is only u sam
ple. Nearly one hundred American
cities nro now engaged In such pro
jects. Cleveland Is engaged In con
structing a slnjEtc section of a "city
plan" on her lako front, at a cost of
1,000,000V Philadelphia, Haiti
more, Uutfalo, ltochester. Hartford
Minneapolis nnd Los Angeles have
nwakened to the Importance of tho
Idea and have Kone about putting
It Into effect rlKht end first, by
having exhaustive surveys made by
expert municipal architects nnd en
gineers. I havo scon tho plans made
under these, surveys for Chicago,
Minneapolis and Cleveland. Tho?
arc striking commentaries on the
waste nnd loss due to shortstRhtcd-
ncss In city building.
Mctlfonl
There Is no city so small that It
can afford to neglect this Important
subject. The greater the future
growth of the city, tho more Import
ant that tho plans should he made
early. Take our own city as nn ex
ample. The central business portion
between Dear creek and Oakdale ave.,
was platted on a plan of parallelling
the railroad. In extending the plat-
tings this scheme was changed for
one to conform with section lines.
Kach successive addition platted was
without regard to making It con
form with the plan of tho contiguous
platting. As a result streets do not
join; many of them end In "blind"
pockets, and largo portions of the
outlying sections have only round
about communication with tho busi
ness section. Our people and com
ing generations will be put to dally
Inconvenience involving w-asto ot time
and money. It would stagger the
bebt Informed of us If an expert In
transportation costs should estlmato
the amount of work and expense was
ted annually by tho people of this
city, due to misdirected city growth.
And some of the most glaring mis
takes have been qulto recent. A
short tltuo ago, an addition of about
id acres was platted adjoining tho
city limits on a plan that did not
conform In any way to the adjoin
ing section of the city. Tho then
mayor and the editor of one of our
papers protested to tho county court
but without success. It will cost, to
mako only sewer and wntcr main con
nections In that addition, over $25,
000 In excess of what It would cost
If properly platted. And that Is u
small part of It. That being true,
what sum would adequately repre
sent tho waste mado throughout tho
city ami Its' environs. Verily this
suhJcU of city planning is important.
KunMNiii Cities
Kuropean cities, especially those of
Germany, havo hald up beforo us
this lesson for many years, but wc
huvo been too busy with thoughts of
prcse.nl mutters to consider farsight-
ed physical building. We have not
rcallzad that a city Is n permanent
thing nnd that as we build, coming
generations will bo holped or hinder
ed. We havo failed to control prop
erty in tho interest of tho community
Tho struggle to wrest from Knglish
kings and feudal lords, rights for tho
Individuals Implanted In the Knglish
common law, then developing, the
principles of Individual liberty and
tho sanctity of personal property,
which havo hud a potent Influence
In fastening this misdirected growth
ou American cities. The history of
tho development of (icrman cities Is
different. There In tho old day. tho
city wub free; in fact prior to the
federation under Dismurck In 1875,
they wura as free us Independent na
lions. Hamburg, Dromcn and !u
beck am still city-states, being com
poiicut parts of tho empire us are
I'riiKbin, Hiirvurlu und Itadun. Tlmy
have about the same status as would
tho city of Now York If the territory
unmiirlsed within Its city limits was
made a slant In our union.

Ocrmnny Is proving to tho world that
a city need not be a black spot lu u
national civilization.
Housing conditions nro controlled
Tho (icrman garden suburb, llko the
Knglish garden v Ullage. Is a ruv ela
tion to the uverngo American, though
the plan Is being copied In n few
American localities, (lury, Indiana for
Instance. Tho Cartlcn rlty of llcl-

In the empire. The workmen to o

describes tho housing plan as one
of "enlightened selfishness, serving

loyalty." Dresden has Just complet

tic in architecture and arrangement
as a world's fair.
American lteglunlng """"""
Tho movement is taking root In
America. We havo been slow to
learn, because busy with other things,
but the awakening to our municipal
needs that Is installing rlty manager
commission charters lu city after
city throughout the land is showing
tho opportunities for city government
to lend in promoting community wel
fare. Milwaukee's municipal studies
of wages for women, free legal aid,
employment agencies, loan sharks,
etc.; Kansas City's Hoard of Public
Welfare: a similar board at Oram!
Ilaplds; Cincinnati's Social Service
Commission, tho movement for city
markets; the .Mayor of Indlnuapoils
selling potntoes at cost; etc., show
tho trend of the movement nwa)
from the beaten path of traditional
city government. Tho new Cleve
land charter provides for a depart
ment of Welfare with divisions of
Health, Chartles and Correction, nnd
Public Itccrentlon. Tho Department
will conduct Vocational v Onldanco
Uuj-cnu, a '"Helping Hand" office
for Immigrants, employment bureaus,
municipal loan offices. Jais Angeles
has provided In her new charter for
a Music Commission nnd contemplate
the city's giving uttcntlon to such
problems us public recreation, sav
ings deponltnrlos, loan agencies, fun
eral directors, bakeries and distribut
ing stations for milk, vegetables and
other foods.
A ItriMid Movement
The welfare movoment Is ns broad
almost as thnt of the bottcrmcul of
tho human race. A mere Hit of tho
subjects embraced within Its scope
would bo immense. Hut Its field
may be indicated in part, by stating
a few of such subjects; (lood schools
and public health come first. Com
munity hcalthfulncss Includes sani
tary Inspection, plumbing Inspection,
cleun, well-lighted streets, abundant
provisions for fresh air nnd pure-
