Hnko Smith of Georel todny cham
pioned repeal of tho clause in tho
Panama canal art granting exemption
of tolls to American rcsiclg 'n the
coastwise, trade. Ho told the scnato
ho would vote for repeal "becauso of
our treaties with Great Britain and
Panama," and because, In his opin
ion, "It Is right that tho owner of
these vessels should bear, for using
tho canal, a fair part of the cpst ot
our government of building and
oporatlng It."
"That coastwise, vessels will nat
urally stop at tho porta of Cuba, Mex
ico, Central America, Panama and
perhaps elsewhere. Their rargocs
will not bo limited exclusively to
bona fide coastwise traffic of tho
United States.

will bo unloaded at porta of tho
United States to be Immediately
loaded In a coastwise vessel for pas
lace through tho canal for tho op
posite coast of tho United States,
thus In reality carrying through the

Reviewing tho history of the Pana
ma tolls legislation and quoting from
a speech credited to former Presi
dent Taft early this year, the sena
tor said:
"Mr. Taft was wrong In supposing
that the Idea of democratic senators
and congressmen In voting to free the
coastwise trado from tolls was to
give a subsidy to our coastwise
ships. Had they known that he con
sidered It necessary under tho treaty
to fix the tolls at a rate which esti
mated payment of tolls by tho coast
wise vessel, thus making tho freedom
ot the coastwlso vessels from paying
tolls n clear subsidy, t'einocram
would not have disregarded their
party platform and tho established
principles of their party by voting for
this subsidy."
Treaty Still Govern
Senator Smith declared that the
Hoy-Paunccfote treaty was made a
part ot the title to tho canal zone In
tho treaty of conveyance from Pana
ma and that talk of terminating It
from a legot standpoint as "ab
surd." Termination of tho treaty,
he uddod, "would compel us to glvo
up tho canal unless wo abandon our
attltudo as a law abiding nation and
resorted nlono to battleships and
bruto forco to keep tho properly."
Outlining the Interests which
Canada and tho countries of South
America had In tho tolls controversy,
Senator Smith said:
"When the president In his roes
sago referred to 'other difficulties'
to bo caused by tho passage ot our
coastwise vessels through tho canal
without charge, while I do not speak
ex-cathedra, 1 may well conceive that

As democrats of Jackson county,
wo deeply deplore the unwarranted,
false and vicious attacks being made
on W. II. Canon's democracy by cor
taln fledgling democrats, whose en
thusiasm Is as new as It Is misguided,
and whose whole aim seems to be to
control nnd dominate tho party In
Oregon.
After some time had elapsed for
the filing ot petitions for tho office
of National committeeman, and there
being no candidate In the field, Mr.
Canon announced his candidacy for
that office, thereupon a certain fed
eral office-holder nnd recent party
enthusiast, wboo prescience of mind
Is much keener than bis party zeal,
realizing that Mr. Canon could not
be handled by the official's gang,
put a candidate .of his own in tho
field and prostituted his high office
by Inducing other federal officers to
circulate tho petition of his caBdl
date, and by engaging In a gum shoe
campaign In his behalf. Not being
satisfied with this flagrant vlolatlou
of the federal regulations, this gen
tleman has seea fit to publicly libel
Mr. Canon's party loyalty.
As democrats who have worked
shoulder to shoulder with W II.
Canon, we resent any Innuendo as to
his party fidelity as a vrllttut and ma
licious libel. We know him to be a
lifelong democrat and during the
years that he has resided In this
county he has been a brilliant, untir
ing and unselfish worker far every
candidate; he has always contributed
liberally to tho campaign funds and
given his time freely to every party
tandldato without a single exception.

given to our candidates for governor
