New interstate- rates recently
were put in force, with modification,
correcting certain conditions in Or
egon. The local rates to follow on
April 1 are expected to meet most of
the inequalities now existing, nnd
where this is not done the commis
sion will tnko up any remaining dis

tention. Ono point for shippers to remem
ber is that commodity rates here
tofore existing have not been chang
ed in any respect, except where the
new class rotes are lower than the
commodity schedules, in which case
tho commodity rate is reduced
Commodity rates are those put inns
exceptions to the class rates, nnd are
lower. Most farm products move
under commodity rates, wirtch, be
ing lower than class rates, remain
unchnnged. Failure to underxtand
this phao has caused some confus
ion. Another point to bo, kept in mind
is that under the new sliding scale
there is a decided reduction on pack
ages weighing -10 pounds or le-s, even
in the few im-tnnees where there is
n small increase in the 100-pound
rate. Statistics show that much
more tlmn half of the total cxpres.-.
business is carried in packages

From Portland to ltoseburg, for
example, there is nu increase of 10
cents on 100 pounds, but n decrease,
of 20 cents on fiO pounds, of 24 cents

Snlcm and in all probability will be submit tod to doctors
next November. Such a measure should roeeive the
thoughtful eonsidoratiott of all citizens. It is another step
forward, along the lines of efficient reform.
The two-chamber or hi mineral legislative system had
its origin in the reign of kings and barons who protended
to irive the people representative government, but always
hedged about with a second chamber to control tho popular
or representative body. It was stone, Jixou up to look luce
bread.
The bi-cameral system was adopted by the men who
framed the federal constitution, because those men did
not trust the honesty or intelligence of the great niass of
the American people, cor

When John "Randolph of Roanoke came to the con von

vision for the recall ot the members or the lower House,
but not for the senators. The idea was to call home any
wild-eyed member chosen by the electors who might start
jm agitation against, the sacred property rights of the
land-grabbers of that period.
Oouverneur Morris of Xew York voiced the sentiments
of landed classes when he vehemently exclaimed in the
conventien: "Tn a few veal's this will be manufacturing
country with a vast number of people without property,
and if we give the rabble of this country the ballot and the
right to choose all officials, the time will come when they
will take the property from he owners for their own use."
Ilow Morris underestimated that most wonderful
of all things human, "the patience of the poor.'
This observation and many others of like tenor can be
found in the journal of the constitutional convention as
kept by .Tames Madison. This journal, by agreement, was
not published till many years after, for fear of the effect
upon the public .mind. Its pages show clearly that the ma
jority of that convention were at heart in favor of a mon
archy, and but for the fact that the revolutionary soldiers
took their rifles home with them, the efforts of Franklin
and Jefferson to secure some recognition of popular rights
would have been without avail.
The senate was the demand of the aristoeracv, tories
and plunderers of the people of that day. The several
states copied the system and great has been the use made
of the state senates for a hundred veal's by those who
debauch government and live by corruption.
With the referendum there
there never was, except for
suppression of measures and
the great mass of the people to a high and higher plane, ami
to that equality before the law, which could and some day
will make all men economically and intellectually tree.

CREATING A LAWYERS' TRUST
LAWYERS in Massachusetts are evidently determined
to create a lawyers' trust by barring from courts all
but lawyers and barring from legal practice any but col
lege graduates.
Senate bill 17G row before the Massachusetts legisla
ture would make the probate court, the last remaining
people's court, a strictly lawyers' court by providing as
follews: "Xo proceedings shall be held before the respect
ive judges thereof, where the parties to said niatter'or case
are represented in said court by a person other than an
attorney in good standing."
Ordinary matters of probate can be attended to now by
any person of ordinary intelligence, and much of the busi
ness is transacted by notaries. But the proposed law
gpes further than the above by the follewing:
"All persons other than attorney s-at-law In good standing, Including of
ficers, clerks, and employes of probate courts are hereby prohibited from
advising any and all persons Interested In any matter or case now pondlnt;
or hereafter arising In any probate court of this commonwealth; and all
said persons other than attorneys-at-Iaw In good standing are llkewls)
prohibited from drawing or glvlug tho directions for drawing any paper
for use in any matter or case now pending or hereafter arising therein."
This is a sample of law made by lawyers, and reminds
us of the attempt made in the last legislature to abolish the
county court the last of the people's courts in Oregon.
To bar from law practice all but college graduates
would have eliminated Lincoln and many another famous
