In no line of human endeavor has tho In-
ventlvo brain of tho scientist contributed mora
to tho world's progress than by tho creation
of tho art of telephony, of which tho Doll
'system Is the embodiment.
When tho telephone was born, nothing an
alogous to telephone borvlco as we now know
It exlstod. Thero was no tradition to Rulde, no
experience to follow.
The s)stcm, the apparatus, the methods
an entire now art had to be created. The art
of electrical engineering did not exist. The
Dell pioneers, recognizing that success de
pended upon tho highest engineering nnj
technical skill at onco organized an experi
mental and research department which Is now
directed by a staff of over 550 engineers and
scientists, including former professors, post
graduate Btudents, scientific Investigators
tho graduates of over 70 universities.
From Its foundation tho company has con
tinuously developed tho art. New Improve
ments In telephones, switchboards, lines,
cables, have followed one another with re
markable rapidity.
Whllo each successive typo of apparatus to
tho superficial observer suggested similarity,
each step In tho evolution marked n dccldod
Improvement. These- changes, this evolution,
has not only been continuous, but is continu
ing. Substantially all ot tho plant now in uso.
Including telephones, switchboards, cables and
wires, has been constructed, ronewed or re
constructed In tho past 10 years.
Particularly In switchboards havo tho
changes bcon so radlc.nl that Installations cost
ing In tho aggregate millions have frequently
been discarded after only a fovv years ot uso.
Slnco 1S77 there havo been Introduced 53
types and stIes ot receivers nnd 73 types and
styles of transmitters. Of tho 12,000,00 tele
phone recolvors and transmitters owned by
tho Doll Company January l, 1914, none were,
In UFo prior to 1902, whllo tho average ago Is

Within 10 years wo havo expended for con
structlon and reconstruction an amount mora
than equal to tho present book value of our
entire plant.
long-distance circuits ot which as much as 20
miles was In underground cables. Dy 1900
underground talking dlstanco bad Increased
to 90 miles. Dy 1912 It was posslblo to talk
underground from Now York to Washington.
It was then that tho construction ot under
ground conduits from Doston to Washington
was determined upon not thnt It was ex
pected to get a through underground talk bo
tweon those- place, but In caso of storm -or
blizzard, to utilize- Intermediate sections in
connection with tho overhead.
Our persistent study nnd Incessant experi
mentation havo produced results more re
markable still.
We have perfected cables, apparatus and
methods that have overcome obstacles hereto
fore regardod as Insuprablo both to long dls
tanco overhead and underground conversa
tion. Underground conversation Is now posslblo
between Doston and Washington, four times
tho length ot tho longest Kuropean under
ground Hue. This enabled tho Dell System lu
tho recent great 6torm, so destructive on land
and sea, to maintain communication for tho
public between all tho principal points ou tho
Atlantic seaboard.
Telephono communication is established be
tween Now York nnd Douver, ia potentially
possible botween utl points in tho United
States, and by 1915 will bo uu accomplished
fact between New York nnd San Francisco.
Long distance and underground transmis
sion was the most formldablo scientific prob
lorn confronting tho telephono exports,
Tho retarding effect of tho earth on tho
tolophono currout often Impaired conversation
through ono mllo underground us much as
through 100 miles overhead. Overhoad con
versation had Its distinct limitations.
No possible Improvement In thu telephono
transmitter could of Itself solve thuno diffi
culties. The solution was only found In tho ciimula.
tlvn effert f Improvements, great und small,
In telephone, transmitter, line, cable, switch

Whllo the limit of lommurilal overhead

cepted as tho most efficient. The Doll System
must nlways recognize, aud In its selection
must always bo governed by tho necessities of
a national service, with Its complex require
ments, which Is Infinitely more exacting than
local or limited service.
These achievements roprespnt vast oxpondl
tares of money and Immense concentration ot
effort which havo been Justiflod by results of
Immeasurable benefit to tho public. No local
company unaided could bear tho financial or
scientific burden of this work. Such results
are posslblo only through a centralized geu
oral staff, avoiding wasteful duplication ot ef
fort, working out probloms common to nil, for
thu benefit ot all.
Tho pioneers ot tho Doll System recognized
that telephono servlco as they saw It, was in
tho broadest sonso a public utility; that upon
them rested a public obligation to give thu
best posslblo servlco at thu most reasonable
ratos consistent with risk, Investment and tho
continued linpiovumeut and maltenanco ot lu
property,
Without this expenditure- of millions and
concentration of effort, the telephone art It
exists could not have boon developed,
