upon orchard inspection and pathology as follews:
A groat deal of complaint has been made and Is being made upon tho
expense Incident to orchard Inspection The grand Jur Inning IuxcaU
gnted some of these Items nro of the opinion that tho field work under tho
atato law is necessary and that tho present drastic measures emplojcd by
the county court to eradicate blight are necessary alul will result In Its
complete elimination, Tho county court Is to bo complimented upon Its
economic administration of the business of tho county, but In this con
nection we respectfully submit tlutt a largo huiu of money U being ex
pended In n mi-called pathaloglcal department which might bettor havo
boon emploiod In field work In eliminating blight niil respectfully rec
ommend that as soon as the honorable count) court can terminate and
abolish this department such action wilt meet with much favor among tho
taxpayers.
The grand jury made no investigation of the county
pathologist's office or department. Mat one or two of the
grand jurors have ever been in the office, so are not ac
quainted with the work accomplished and under Wav.
No evidence was taken on the subject bv the grand
jury, no orehardists or fanners appeared before the jurors.
borne of the .-jurors, like many who have not investigated,
are in complete ignorance of the laets.
Tho report of the grand jury is then simply the opinion
ot a majority ot these seven men only one ol whom is an
orehardist. As it is not based upon a careful' studv of
facts and examination of the office criticised, it is simply
an expression ot prejudice.
The grand jury is sworn not to act through "envy,
hatred or malice," but "upon the evidence before you."
hi this ease no evidence was before them. Hut the jurors
used their position to attack a count v official without giv
ing him a hearing or making even a casual investigation
of the department complained of.
The Mail Tribune believes that the office of pathologist
is more essential to the welfare and prosperity of the val
ley than any other county office in it. The great resources
of the country are horticulture and agriculture. The
money spent in Safeguarding and protecting them is the
best spent portion of the tax revenues.
Only the most skilled of scientists is fitted for the posi
tion of.pathologist. It is his business to point out the suc
cessful solution of the various pioblcms that affect the
welfare of the orchard and farm. The warfare upon the
multitude of pests, upon plant diseases of every nature,
upon Jack Frost and a score of other subjects is conducted
under his lireetion.

The pathologist's office is most capably filled at pres
ent. Professor O'Gara is becoming a nation-wide author
ity imon the various subjects under his jurisdiction. The
new pests that are constantly appearing to prey upon
plant and tree are referred to him by the department of
agriculture and the forest rv bureau, who co-operate with
him. lie tells when to snrav and what to Use. Had his
warnings been heeded, blight would have been eliminated
years ago. lie introduced orchard heating, and each year
his frost warnings save nianv tunes his salary, lie is the
best-posted man in Oregon on all subjects pertaining to
horticulture and agriculture, and his loss would be a severe
blow to these industries and the valley. He makes Ins
mistakes who does not? but is little apt to err.
There is and always has been a short-sighted element
that objects to the employment of a pathologist, which
cannot realize the value of scientific care, and which, if lis
tened to, would soon have Rogue Kiver valley orchards in
the same condition as those ol the illamette valley. This
element among the orehardists loses fruit every year from
frost, and this element has the worst infected orchards.
These orehardists have to be shown, by the loss of a crop,
the necessity of orchard heating, and by the loss of many
trees, the necessity of keeping blight cut out. This faction
and the general discontent due to hard times is voiced
by tho grand jury.
The county court acted upon the requests of the large
majority of orehardists when it appointed Professor
O'Gara pathologist, and widespread indignation would
follow any effort to abolish the department. The 'ourt
was entirely within the law in making the appointment,
which is authorized as follows in Chapter Ui-I, session laws
of 1913:
"The county court Is hereby authorized to assess, levy, nnd
collect, annually, lu the manner provided ror tho nssossomnt, levy and cel
lo tlon of other taxes a tax not to exceed one-half mill
to bo ret aside as a special fund nnd khall bo used for no othor
purposo than tho omploymont of an expert or experts to study and Investi
gate any phase of any agricultural niobtom or problems which may affect
tho agricultural or horticultural Interests of said county.
"That tho county court shall haw authority to employ
nnd pa) any competent export or exports for the Investigation of all agri
cultural or horticultural questions That tho county treasurer
shall keep ouch fund lu a separuto fund and pay upon warrants drawn by
county clerk."

According to the news dispatches, the Oregon delega
tion have commanded much attention, visiting newspaper
offices and the canitol buildings, and their presence, is
widely advertising the state. Six thuosaud delegates are
in attendance from every part of the North American con
tinent at this, their golden jubilee.
