CHARTER FOR CITY
At tlic meeting of the city council

Appointed to dratt a now charter by
the following resolution presented by
Councilman l'ortor and the commit
too asked to meet at tho city hall at
4;30 p. in. Thuraday, Feb. 19.
Whereas, tho present charter of tho
city of Medford, OroKon, was created
and adopted many years since, when
Medford was a small town, since
which tlmo tho town has grown to n
city, and tho charter has boon out
grown and many of its provision
provent economical administration,
and it hns been amended from time
to tlmo to meet exigencies and It la
wholly Inadequate for tho needs of
the city, and a new charter should bo
adepted:
And whereas, many cities through
out tho country aro adopting charters
that permit a commission form of
government, and finding conditions
greatly benefitted by the chango;
And whereas, at a meeting of tho
city council In December. 1913, tho
present mayor appointed a committee
from tho pcoplo of tho city tor tho
purposo of preparing and submitting
to the city council a new charter
whereby tho city could bo placed up
on a commission form of government.
And whereas, said committee has
wholly failed to perform tho duties
requested of them, and have wholly
failed to prcparo and submit to the
city council such a charter as was re
quested In their appointment; Now,
therefore,
Bo it resolved by' tho city council
of tho city of Medford, Oregon, that
a commission to bo known as tho
charter commission of tho city of
Medford, bo and the same hereby Is
created and appointed for tho purpose
of preparing and submitting to the
city council within a reasonablo tlmo
a charter by which it will bo provided
that tho city adopt either tho socallcd
commission form of government, or
that giving tho power to have and
appoint a general manager for the
city. In caso it shall bo deemed best
so to do, and that as such charter
commission the following named per
sons be and they are hereby appointed

licalth, all have representation. There
is n htrone; groan of attorneys, espe
cially those having a wide exjierienre
in municipal affaire. One of the
commission, an attorney, has been
through tho mill before, having luken
an active part in drafting the new,
modem charter recently adopted by
Colorado Springs, Colo. The old city
council has a member and the new
council two. Tho experiences of the
city in tho growth of its present
putehwork charter is brought to the
commission by thu former city attor
ney. All in ull, the charter commis
nion is thoroughly representative and
should provo an efficient body.
