iiponsLbiUty Is tho first step In any
reform. Tho mayor has llttlo power
to administer affairs and the present
heads of departments exercise scarce
ly moro power or authority than em
ployes. Under cither a commission
government plan of organization or
n city manager plan, each adminis
trative official is given power and
authority commensurate with tho
duties of his office. He Is held to
strict account for tho work of his de
partment; responsibility can bo defi
nitely located nnd lodged with one
man and tho facts of public business
become matters of common knowl
edge. Caroful consideration should
bo given to tho city manager typo of
city organization.
IVssIng Ordinance
It is a common occurrence to put
ordinances on their second reading
nnd adopt them at the samo meeting
nt which they aro introduced. This
is a dangerous policy in that It does
not afford tho public adequate notice
of proposed legislation. It is sug
gested that tho charter provldo that
all ordinances, before adoption shall
go over to tho second meeting nnd
bo published in the interim and that
nt least thrco days shall elapso be
tween tho Introduction and final
passago of oil ordinances except
emergency measures.
Flnnnrinl Method
(n) Tho Dudgct. Tho city has
no budget. Under tho present char
ter funds are raised by making mill
levies for nt least seven different
funds, as follews: Genoral fund, wa
ter fund, tiro fund, street and road
fund, park fund, general sower fund
and library fund. Thcso levies arc
not based upon carefully prepared es
timates of tho needs of tho various
departments during the coming year.
Tho charter does not provide for puo
Hc Hearings on tho budget, and no
Information is published respecting
proposed appropriations. The serv
ice which tho city proposes to glvo
the public during tho year is largely
left to one's Imagination.
In order to sccuro tho adoption of
sclontlfle budget making, it is sug
gosted that the codo prepared as ap
pendix A to this report might be
ndopted and tho charter provision re
garding budget might follow closely
tho county budget law.
(b) Bonded Debt. Tho charter
limits the indebtedness of the city to
$100,000, but In tho succeeding sec
tions of tho same act, by means of
amendments, tho limit is Increased
to 1423,000. For retiring these
bonds, it provides for a tax of not
less than one-half mill nnd 5 per
cent of tho gross rocelpts of tho wa
tor plant, a sum which Is woefully
inadequate to rctlro an Indebtedness
of over half a million dollars. These
two sources yielded i411.G7 for tho
year 1913, which would not be suf
ficient to rotlro moro than 1130,000
of twenty-yoar bonds, and thus there
Is nt tho present tlmo over 350,000
oi jnuoutodncss for which no provis
ion whatorer has been made.
It Is suggested that chapter IX of
the present charter bo so amended as
to provldo that tho total Indebtedness
for any nnd all purposes shall never
oxceod ten per cent of tho asseBsjd
valuation, and that all future bond
issues shall bo serial bonds.
City DejMirtinenttf
Tho charter docs not establish any
framo work of government. It simply
gives tho council power and author
ity over all municipal activities with
out establishing any administrative
machinery for performing tho various
municipal functions. It does not
ovon creato departments for carrying
on tho work of tlio city, nor does 't
provide that beads of departments
may appoint subordinates.
In order to secure economy and
efficiency n tho administration of
public affairs it is suggested that dof
Inlto city departments bo created b
tho charter, that heads of theso de
partments shall bo appolntod sololy
on merit, nnd that they shall be held
to strict accountability for tho work
of tholr departments.
