To sustain these constantly growing payrolls and this army of officialdom, the city tax levy for the coming year was raised to twelve mills from 9.9 mills for the year prev ious, making taxpayers cough up $7000 more in hard times on a decreased valuation, with no emergencies to bo met, with little construction being done, in a year when in creased state taxation, due to legislative extravagance, makes the load upon the property owners unusually lteavv.
