of Oleott's action. First, in tho laws
of Oregon, covering the filing of ruf
ercmltims, it is laid down that no pe
tition shall ho filed that would put
the question before tho people later
than November 1013. Tho petition
that wna presented to Olcott would
put off the decision until 101-i.
Second, the lnw provides that a
copy of tho bill, under question,
shall ho written upon tho petition.
There was no copy of the bill on tho
petition nt all.
Third, as a technical point, tlio
lnw says that a petition must ho
seven incites wide nml ton inchcH
long. Tho petition did not comply
with tho requirements.
