Tlio policy of the Capital Journal Is to first ascertain, as near uh pos
sible,, the wlshtw of tho people, nnd then to c.erl oory effort within Its
power to sec that tho wishes of tho people prevail.
This oar-to-groiuul policy is one that has long damned
the country press of Oregon. It is a policy that indicates
that a paper has no convictions of its own and cannot
differentiate between right and wrong. It is a policy of
timidity and failure. It substitutes blind following for
aggressive leadership.
A newspaper has better opportunity for acquiring
knowledge concerning public problems than-almost any
one in the community. It is part of its province to place
this knowledge before the public and to champion the
Truth as it sees it, and so aid in informing the people and
moulding public opinion.
Because the people wish a thing doesn't make it right.
The wish may be founded on error and misconception on
the part of the people. They wish one thing one year and
another the next. Ideas and ideals aro ever shifting.
"Whether or not the peoplo endorse an issue docs not
affect the principle involved. Human slavery was en
dorsed for centuries, but that did not make it right. For
forty years the people of Oregon voted down equal suf
frage. that did not settle the issue.
No one can tell in advance of an election what the
majority of the people wish hence such papers as wait
for the people to lead that they may echo the result, can
never counsel and advise, can never lead and when they
surmise it safe to express the opinion of the majority, may
una tnat a recall lias oeen placed upon it.
The editor that tries- to follow the wishes of the people,
like the man in Aesop's fables that first rode the ass, then
carried it, will succeed in pleasing no one and lose not
only public confidence but his own self respect, for a
newspaper's province is that of militant leadership.
The echo of popular wishes editorial is the vermiform
appendix of journalism and should be cut out, and the
newspaper left to a mere news peddling and penny calch
ing etence.
