which are of far greater economic importance to the

Sec. 7 of the new code prevides:

Gradually the nation is realizing the necessity for
stringent laws to prevent the extermination of birds and
the consequent loss to crops. Feathered creatures hae
at last the protection bv law in Oregon that they are en
titled to, and there is every reason to believe that tlte.N

Delay in protection for birds litis already cost the
nation dearly. AVe are paying out thousands of dollars
for protection of horticulturists and agriculturists against
pests that the birds would haveitaken care of had we taken
care of the birds.
Bugs, worms, caterpillars, moths, and creeping and
flying pests stole 20,000,000 from the farmers of the
United States last year. J lad the fount ry had the normal
supply or even the same proportion of birds that it had
half a century ago, it would have meant a saving of

AN INDEFENSIBLE CLAUSE.
IN commenting upon the" passage of the Rogue Rivor fish
bill, the Portland Oregonian says:
Doubtless Mr. Heames finds It necesary to explain how It all hap
p'encd. Mr. lleames is nn energetic nnd resourceful man, but It obvious
that his clos alliance with Governor West wrought great mischief to his
cause. As It Ii. Messrs. Carkln nnd Westerlund go back to southern Oregon
with n flno appropriation for an armory at Medford.
The Oregonian betrays its ignorance as usual, when
ever it attempts to discuss southern Oregon affairs. It is
exultant over the fact that the river is reopened to com
mercial fishing under the terms satisfactory to (J rants
pnss which benefits no one but a score of poachers.
These terms provide that netting be permitted for a
stretch of ten miles at Grants Pass, a hundred miles from
the sea, where the river is narrow and unfit for commercial
fishing, where every gravel reef is a spawning bed, where
there are no canneries and the fish unfit for canning.
' There is absolutely no justification for such a law. Xo
commercial fisliermaii who understands the business will
justify it. Xot a iiiember of either house or senate fish
eries 'committees sanctioned it, save as a political ex
pedient. The bill becomes a law, not on its merits, but by log
rollingand the Oregonian commends it simply because
is vras part of the steam roller's work and because the
governor vetoed it.
It is far more commendable in Mr. Reames to have
been allied with Governor West, who initiated nearly all
the meritorious work of the session, than it would have
been to have been an offico boy on the Orogonian's steam
roller even though he could have lugged home to da'..le
the natives, a fish bill or an armory appropriation, con
elusive proof of statesmanshipa reward for taking
orders.
THE DOC OR THE TURTLE?
WHILE a great part of the world is heaping praise
upon Dr. Friedmann for his discovery of ti possible
cure for tuberculosis, let us not overlook the humbler
partner in the case the turtle. Isn't is possible that for
centuries the turtle's shell has been fairly bursting with
this great secret' As in any time (if groat stress the
remedy appears, so now, when white plague statistics
appall a world, appears the turtle.
Perhaps the turtlo simply chose Dr. Friedmann for
its interpreter and so gavo to him the long kept secret.
Had it not been Dr. Friedmann it would have been some
one else that great secret hadn't been hoarded alt these
thousands of years to depend upon any one man for trans
lation ! The turtle could get along without that particular
doctor but where would that doctor be without the
turtle? SO we say that, while both are great, if the "cure"
is a success the turtle is the greater man of tho two. Tf
tho "cure" fails, man may still wonder, along with the
doctor, as to why there should ho sucli tilings as turtles.
