Tlie franchise of the old road which
la replaced by the new municipal line
expired In 1903. Two years before
this a movement waa begun to own
and municipally operate the road
when the franchise should lapse. In
1902 the question waa mado tho
subject of a special election. It was
defeated. In 1903 It wna again de
feated. In 1905 the measure pasaed.
Then catno the San Francisco earth
quake and fire, all record were de
stroyed and the taxes levied were
needed for other purposes.
In 1907 another tax levy was made.
This tho courts annulled. In June,
1909, the people defeated a pro
posed bond Wsuo for tho purpose. In
December. 1909, tho bonds finally
carried by a great majority. Then
the banks refused to buy them. Next
came nn appeal to tho people nnd In
dividuals and welfare organizations,
Including some labor unions, Invest
ed, and "big btiRluesa" Feeing the
public support, swung Into line.
During all those years, while the
project wna fighting tor popular
supports, adherents of the United
Hallroads of San Francisco and that
corporation Itself steadily harassed
the plan In the courts. Finally the
United States courts held that they
had .to jurisdiction In the matter, and
tho muuelpal ownership men had
