t is therefore self evident that county warrants issued
during 1912 are of par value, tor the money to pay them
was raised and should be in the county treasury. The solo
cause of their depreciation, wsis the action of county of
ficials in refusing to follow the law's instructions and keep
the monies in separate funds, instead or redeeming old
warrants and abetting the operations of warrant shavers
with resultant loss to both taxpayers, laborers and sellers
of supplies.
The suit brought by JJenton Bowers has not been in
vain. Though based upon prejudice and false legal prem
ises, it has indicated clearly the cause of warrants. being
at a discount and in all probability the new county court
will rigidly enforce the law. If it does not, the bondholders
of officials should.
It is evident that in order to pay interest on outstand
ing warrants and reduce the indebtedness gradually, a
special lew will have to be made, or a bond issue author
ized, to ta'ke them up. thereby effecting a reduction in
interest charges. Either method will preserve the credit
of the county and unravel the tangled mess of the county
finances.

levision of rates 'that will preserve the development of
local interchange instead of the exploitation of the state's
resources for the enrichment of residents of other states.
