found Inadequate, or Insufficient,
should bo amended.
Our water rates should bo revised
so that thn cost of maintenance, mid
tho necessary contributions to tho
sinking fund inny bo equitably dis
tributed among tho consumers, but
no surplus should bo accumulated at
tho oxpenso of tho rnto payor.
