beds in the barracks did not appear
clean. He further declared that the
veterans appeared loath to make
complaints.
Charles Hamilton, a Spanish war
veteran, testified that he had been
treated In the Home hospital, and
-that he had deemed It necessary to

He also commented on the disinclina
tion of the veterans to make com
plaints, fear of the officials, he de
