Protests followed tho passage ot
this law so rapidly that Postmaster
General Hitchcock issued this ex ex
planateon: Mall received up to midnight on
Saturday for lock boxes will bo dis
tributed and will be available on Sun
day us usual.
"There Is nt present no street de
livery ou Sunday nnd therefore tho
law makest.no changes In this regard.
In short, the only mall that will ho
affected under a reasonable construc
tion of the new law Is that received
at the postoffices on Sunday and hith
erto sorted on that day- for distribu
tion to lock boxes.
"As tho purpose of the law. which
was clearly enacted In the Interest of
the employees. Is to reduco as far as
practicable the amount of Sunday la
bor, the work or distributing Sunday
mall to lock boxes will bo limited to
certain classes of mail that cannot be
held until Monday morning without
serious Inconvenience to the ad
dresses.. "This mall will Include that for
newspapers and for hotel guests. The
latter is peculiarly transient In char
acter and should not be delayed.
This mall, like the special delivery
mail, will c sorted out at tho offices
of despatch on tho railway malt
trains in order to simplify the work
of distribution.
"Under the now method Its distri
bution t othe boxes on Sunday will
be hastened rather than delayed.
"lU order to give tho now lauvns
liberal a construction as possible,
postmasters will bo Instructed on ap
plication to have their employes sort
out in emergency cases on Sundays
letters of special Importance.
"This provision does not require
the closing of postoffices on Sunday
which will e (julto impossible, owing
to the fact that the transit mall has
to be sorted and also the mail col
lected in cities for dispatch to other
destinations. To stop tho movement
of this mall would mean a serious
clogging ot tho whole system of mall
transportation and consequent Incon
venience to tho public."
