municipal functions, and permitted
by Art XI, Sec. 2 before It was

true, when an attempt was mudn to
throw it burden on tho county by a

I havo reached tho conclusion that
the county cannot carry nut the con
tract for tho brldgo without In
curring additional Indebtedness, and
should ho restrained from attempting
to do so.
