party and am Its representative In
this body.
"As a member of the senate I was
chosen by progressive republicans
who prided themselves on the fact
that, by staying In tho party, they
had redeemed It from reactionary

It worthy of respect and confidence.
1 shall continue to represent tho re
publican party and Its progressive
principles declared by the party and

Congressman McCoy's charges that
one J. S. Goldsmith blocked the plans
of the Seattle Merchants and Credit
Men's Association to present evi
dence against Judge C. II. Hanford in
the matter of excessivo receiver
ships. II. L. Klock. wholesale produce
man, testifying to what occurred at
the 'Merchant's meeting at which
Goldsmith put In his alleged ob
struction work, said that Goldsmith
mado the statement: "While I ad
mit that the old man (Judge Han
ford) may have outlived his days of
usefulness on the bench, he Is not
much worse than other federal
judges."
Klock also testified that tho de
bate between himself nnd Goldsmith
developed to such a general discus
sion of Judgo Hanford'u fitness on
tho bench outside of the receiver
ship matters, that Klock finally told
tho merchants that ho considered as
"unfit a Judgo who would get mixed
up In a deal tending to deprive or
defraud tho school children and pos
terity of some C7.000 acres of (school
lands." Klock explained that ho re
ferred to tho Hanford irrigation
company, which obtained school lands
on a sale by the state land commis
sioner which was advertised In some
obscure way, but which singularly
enough attracted tho Hanford buy
ers.

Section 1. That no protests hav
ing been filed against the Improve
ment of Eleventh street from Oak-
dale avenuo to Central avenue, by
paving, due notice of the intention
of the Council to cause said Improve
ment to bo made, having been given,
and said improvement having been
ordered made, the Council has con
sidered the matter and, herewith,
ascertains the probable cost of mak
ing such improvement to be the sum
of $11,050.00.
And said Counrill further finds
that tne special and peculiar benefit
accruing upon each lot or part there
of adjacent to said Improvement and
in just proportion to benefits, to be
the respective amounts hereinafter
set opposite the number or descrip
tion of each lot or part thereof, and
such amounts respectively are here
oy declared to bo the proportionate
share of each lot or part thereof, of
the cost of such improvement and Is
hereby declared to be assessed
against said lot or parcels respective
ly. the name appearing above each
description, being the name of the
owner, or reputed owner, of each
such lot or parcel.
