did not apply to the negro raco. In
any event tho Inconsistency between
their truo declaration of human
rights and the maintenance of slavery
Is apparent. Their violation of the
principles of justice and freedom re
sulted In civil war with all Its attend
ant horrors, and we aro still paying
tho penalty In diverse ways. ,
Contrary to the true statement of
human rights above quoted, society
has instituted and maintains condi
tions whereby every part of tho de
claration quoted Is violated. This Is
so apparent It Is unnecessary to par
ticularize, and tho correction of Ihese
violations of justice and human rights

turmoil. City improvements continue on a moderate scale
